State Energy Efficiency Index (SEEI) was launched by BEE

Context

The Bureau of Energy Efficiency was established 22 years ago by the Government of India to reduce the energy intensity of the Indian economy. On its 22nd Foundation Day, the Bureau is celebrating with an event in the national capital. During the celebration, the Bureau also launched the Fifth edition of the State Energy Efficiency Index.

Bureau of Energy Efficiency ( BEE)

  • The Energy Conservation Act, 2001 saw the creation of the Bureau of Energy Efficiency (BEE) by the Government of India on March 1 that year.
  • The objective of BEE is to promote self-discipline and market principles in order to lower the energy intensity of India’s economy.
  • BEE works with identified customers, agencies and organisations using existing products and services to carry out its implementation of the Energy Conservation Act including legislative recommendations

Key aspects of 22 foundation day of Bureau of Energy Efficiency

  • India has reportedly introduced a Standards and Labelling Program for Packaged Boilers and Visi Coolers.
  • The India EV Digest was released and its first edition gave readers a large analysis of e-mobility policies on national and state levels.
  • The State Energy Efficiency Index 2023 has been released, with Karnataka topping the charts this year.
  • Under the auspices of the Bureau of Energy Efficiency, India’s energy consumption has been reduced 3.5% and carbon emissions have become 306 million tonnes per year lower.
  • The Minister for Power and New & Renewable Energy stressed that energy efficiency measures must be promoted among small and cottage industries.

State Energy Efficiency Index (SEEI)

  • The State Energy Efficiency Index (SEEI) was established by the Bureau of Energy Efficiency (BEE) and the Alliance for an Energy Efficient Economy (AEEE) to monitor the progress of energy efficiency initiatives in states on an annual basis.
  • In SEEI 2023, states and union territories are divided into four categories based on their overall scores: ‘Front runner’ (scoring 60 or above), ‘Achiever’ (scoring between 50-59.75), ‘Contender’ (scoring between 30-49.75), and Aspirant’ (scoring below 30).
  • Furthermore, they are clustered into four groups according to their total final energy consumption (TFEC): Group 1(exceeding 15 million tonnes of oil equivalent (MTOE)), Group 2(between 5-15 MTOE), Group 3(between 1-5 MTOE), and Group4(less than I MTOE).

Key Aspects about SEEI

  • The top-performing states in different groups are Karnataka, Andhra Pradesh, Assam, and Chandigarh. 
  • In the SEEI 2023, the “Front runner” category this year is up to seven states from five in previous years.
  • Assam and Uttar Pradesh have been categorised as “Achievers.”Goa, Jharkhand and Tamil Nadu come under the heading of “Contender.” 
  • Karnataka is the top-rated state in general. A score of 86.5 was scored for it, followed by Andhra Pradesh which scored 83.25. 
  • Scores have advanced in fifteen states, with Goa, Haryana and Uttar Pradesh seeing significant progress. 
  • The highest rise in performance was seen in Maharashtra and Haryana; but only because its data was not reported Rajasthan’s score has fallen.

Conclusion

  • It also encourages the formation of energy efficiency programs as well as taking a comprehensive approach to energy efficiency.
  • It also creates a network, through which experts can share experiences and provide technical support to help others duplicate successful initiatives in their own areas. A lot of the data collection work that goes on behind the scenes for example–somebody walking through many small towns in China as an example. And when he comes back, others can draw upon the experience from this one person’s journey.
  • The focus of this project is energy efficiency: helping countries achieve their targets on carbon reduction, and providing for a better future.
