Context: On October 27, 2023, the National Event on Pradhan Mantri Matru Vandana Yojana (PMMVY) was held in Mumbai, Maharashtra. The purpose of the event was to showcase the accomplishments and important aspects of PMMVY, as well as introduce new features and initiatives of the program.

Details about Pradhan Mantri Matru Vandana Yojana(PMMVY):

About:

  • The Pradhan Mantri Matru Vandana Yojana (PMMVY) is a government scheme that provides a cash incentive of ₹5000 in three instalments to pregnant women and lactating mothers. The money is directly deposited into their bank or post office accounts.
  • The Pradhan Mantri Matru Vandana Yojana (PMMVY) is a scheme available to all pregnant women and lactating mothers, as long as they are not already receiving similar benefits from other government schemes. 
    • The women must be at least 19 years old and can apply for the scheme through an Anganwadi Centre or approved health facility. 
    • The scheme is implemented through the Integrated Child Development Services (ICDS) platform and is funded by both the central government and states/UTs, with different cost-sharing ratios depending on the region.
  • Since its establishment, the program has provided over ₹14,103 Crores to more than ₹3.11 Crores recipients, highlighting the government’s dedication to empowering women and safeguarding the welfare of mothers and children.

Purpose:

  • The primary objective of the Pradhan Mantri Matru Vandana Yojana (PMMVY) is to offer financial assistance to women who experience a temporary loss of wages during their maternity leave, while also focusing on improving the overall health and well-being of both the mother and child. 
  • Through the provision of incentives that are directly tied to receiving medical care before and after childbirth, the scheme actively encourages women to choose institutional deliveries as opposed to home births. 
  • By promoting a culture of seeking proper healthcare and ensuring access to nutritious food, PMMVY actively contributes to the reduction of infant and maternal mortality rates.

National Event on PMMVY 2023:

  • The event included two sessions, a workshop session and an inaugural session. During the event, a new user manual for the PMMVY program was released, providing guidance for various stakeholders. 
  • A new PMMVY portal was also introduced, which incorporates online and face authentication technology for verifying eligible beneficiaries. 
  • The portal allows for paperless online registration and facilitates smooth fund transfers through Direct Benefit Transfer. 
  • Under PMMVY 2.0, mothers will receive a one-time incentive of ₹6,000 after the birth of their second girl child, promoting a positive attitude towards girls and discouraging female foeticide.
  • PMMVY 2.0 aims to give women a cash incentive to help cover the income they may lose during pregnancy, allowing them to take sufficient time off before and after giving birth. It also aims to encourage pregnant women and mothers who are breastfeeding to prioritise their health.

Conclusion: Through the PMMVY the pregnant and lactating women were empowered which also benefited the country.
