Pradhan Mantri JI-VAN Yojana

Syllabus- Government Policies and Interventions [GS Paper-2]

Context- All the Bioethanol projects are included under Pradhan Mantri JI-VAN Yojana.

Key Highlights 

  • In order to facilitate ethanol production, the government announced financial assistance to the Pradhan Mantri JI-VAN (Jaiv Indhan – Vatavaran Anukool Fasal Awashesh Nivaran) Yojana.
  • It is useful to start second-generation (2G) ethanol projects in the country using lignocellulose, biomass and other renewable raw materials. 
  • The total cost of the scheme is Rs. 1969.50 crores for the period  2018-19 to 2023-24

Goals 

  • The current system includes the establishment of 12 commercial-scale second-generation (2G) bioethanol projects and 10 demonstration of 2G bioethanol projects based on non-food biomass feedstocks and other renewable raw materials. 
  • The projects also aim to increase the availability of ethanol  in the country for the Ethanol Blending Gasoline program, which will reduce dependence on  fossil fuel imports. 

Implementation 

  • Under this Yojana, 12 second generation (2G) ethanol commercial and demonstration projects will be supported with Viability Gap Financing (VGF)  in two phases: 
    • Phase I (2018-19-2022-23): Here six commercial projects and five demonstration projects are supported. 
    • Phase II (2020-21-2023-24): Here  the remaining six commercial projects and five demonstration projects will be supported.
      • Developers interested in the benefits of the scheme must submit their proposals to the Scientific Advisory Committee (SAC) of the Ministry of Petroleum and Natural Gas (MoP and NG) for review.
