Interpol’s Notice System

Context

Recently concerns have been raised about the misuse of Interpol’s notice system, mainly the issuance of blue corner notices, which are less scrutinized as compared their red corner notices. 

Background

  • Critics argue that countries regularly exploit existing protocols to target political refugees and dissidents. 
  • While efforts have been made to deal with this, questions stay about striking the right stability among facilitating police cooperation and preventing misuse of this effective tool.

Interpol /International Criminal Police Organisation

  • Founded in: 1923
  • Members: 196 
  • Headquarters: Lyon, France.
  • Role: Not a law enforcement agency itself; it connects police forces worldwide and gives guidance.
  • Functions:
    • Facilitates worldwide police cooperation by:
      • Sharing records and crook records.
      • Issuing worldwide arrest warrants and signals.
      • Coordinating cross-border investigations.
      • Providing education and technical help.
    • Focuses on predominant regions of transnational crime, such as: Terrorism, Cybercrime, Organized crime, Drug trafficking, Human trafficking, Financial crime.

INTERPOL Notices 

  • These are international requests for cooperation or signals allowing police in member nations to proportion vital crime-related information.
  • Issued by: The General Secretariat at the request of a member country’s INTERPOL National Central Bureau.
  • Notices also can be issued at the request of International Criminal Tribunals and the International Criminal Court to try to find individuals desired for committing crimes within their jurisdiction and additionally on the request of the United Nations in relation to the implementation of sanctions imposed by the Security Council.

Types of Interpol Notice

  • Red Notice: To seek the location and arrest of persons wanted for prosecution or to serve a sentence.
  • Yellow Notice: To help locate missing persons, often minors, or to assist pick out folks who are unable to identify themselves.
  • Blue Notice: To collect additional facts approximately a person’s identity, region or sports with regards to a crook investigation.               
  • Black Notice: To seek statistics on unidentified bodies.
