European Union promotes the use of artificial intelligence (AI) for innovation

Context: The EU is changing its focus from being a strict regulator of technology to supporting and promoting innovation in artificial intelligence.

• The European Commission has released rules to help startups and businesses access important hardware, such as supercomputers, in order to address concerns about excessive regulation hindering innovation.
• This comes after the EU AI Act, which is the first comprehensive law on artificial intelligence worldwide, was recently agreed upon.

European AI Innovation:

• This is about providing access to supercomputers specifically dedicated to artificial intelligence.
• It includes acquiring and upgrading these supercomputers, as well as operating them.

Reasons for EU’s develop AI Innovation:

• In the US, there have been tremendous achievements in AI and this glory has been apexed by companies like OpenAI and Google that managed to achieve notable development paces in hardware manufacturing.

• The new Action Plan replaces the EU’s previous AI Act, which has been criticized for not being right and effective.
• The new regulation is aimed at introducing restrictions and precautions in the use of AI, especially as it pertains to law-enforcement roles and technology like face recognition.

India’s Approach:

• An Indian AI Mission, set to be approved by the Cabinet, envisages budget over Rs 10,00 crore.
