European Union promotes the use of artificial intelligence (AI) for innovation

Context: The EU is changing its focus from being a strict regulator of technology to supporting and promoting innovation in artificial intelligence.

Details:

  • The European Commission has released rules to help startups and businesses access important hardware, such as supercomputers, in order to address concerns about excessive regulation hindering innovation.
  • This comes after the EU AI Act, which is the first comprehensive law on artificial intelligence worldwide, was recently agreed upon.

European AI Innovation:

  • This is about providing access to supercomputers specifically dedicated to artificial intelligence.
  • It includes acquiring and upgrading these supercomputers, as well as operating them.
  • The goal is to enable fast machine learning and training of large AI models.
  • There is also a focus on making these supercomputers more accessible to a wider range of users, including startups and small and medium-sized enterprises.
  • Additionally, support is provided for AI startup and research ecosystems to develop, test, evaluate, and validate large-scale AI models.
  • The aim is to enable the development of various emerging AI applications based on these models.

Reasons for EU’s develop AI Innovation:

  • The motivation that Europe feels to accelerate AI innovation so as compete vigorously and even effectively on the world market, remains especially stronger in the light of ferocious American techs.
  • In the US, there have been tremendous achievements in AI and this glory has been apexed by companies like OpenAI and Google that managed to achieve notable development paces in hardware manufacturing.

Regulatory Environment:

  • The new Action Plan replaces the EU’s previous AI Act, which has been criticized for not being right and effective.
  • The new regulation is aimed at introducing restrictions and precautions in the use of AI, especially as it pertains to law-enforcement roles and technology like face recognition.
  • The task is to develop such a middle way that goes hand in hand with regulating practices and fostering innovations.

India’s Approach:

  • One of the plans that India is currently weighing is perhaps to address this lag in development needs from the point of view especially seeing that computing capabilities for startups need to succeed at artificial intelligence.
  • An Indian AI Mission, set to be approved by the Cabinet, envisages budget over Rs 10,00 crore.
  • The key objectives are the achievement of autonomous AI systems, fostering a local computational curriculum in India, and surprising startups with crafty navigation services.

Future prospective:

  • India is considering a plan to support the growth of startups in the field of artificial intelligence by investing in computational capacity.
  • The proposed Indian AI Mission, which is likely to be approved by the Cabinet, involves spending more than Rs 10,000 crore.
  • The aim is to develop AI capabilities within the country and offer compute-as-a-service to startups.
