DARPG Signs MOU with Cambodia

Context

The Department of Administrative Reforms and Public Grievances (DARPG) signed a Memorandum of Understanding (MOU) with the Ministry of Civil Service of Cambodia on April 22, 2024, to strengthen bilateral relations. This MOU aims to provide assistance to Cambodia for staff development in their civil service.

Details on MOU

  • Purpose: The document will be signed to foster the civil service sector in the two countries namely India and Cambodia which will serve as a bridge line.
  • Duration: The mutual understanding (MOU) agreement will run for a period of five years.
  • Signatories: India-Cambodia Memorandum of Understanding (MOU) was finalised by Dr. Sri V. Srinivas, the Secretary of the DARPG, and Dr. Devyani Khobragade, the Ambassador of India in Cambodia.
  • Ceremony: The ceremony of Secretary of India Ministry of External Affairs along with Indian Embassy of Cambodian and Cambodian Embassy of India as well as Cambodia’s Ministry of Civil Service were the guests of honour on 22nd of April 2024 in Phnom Penh.
  • Capacity Building Programs: We can offer these kinds of trainings in Cambodia to the officials of the local government and 156 officials of the local government in last two years already have benefited through 4 capacity building programs at National Centre of Good Governance at their period of 2023-24 centuries and 6 capacity building programs at their period of 2024-25 centuries for 240 officials of local.

Key Provisions of the MOU

  • Establishment of a Joint Committee: A Joint Committee that will be in charge of scrutinising the performance of the MOU and outlining the points of partnership will be set up. Documentary films expand their horizons and they produce diverse types of films on the basis of their features, tone, and principles.
  • Capacity Building Programs: A pound to-gether, the Indian side will spread around numerous workshops and national sessions, while the Cambodian civil servants will be the main beneficiaries.
  • Exchange of Officials: The state institutions of both states will send many people, to get skills and knowledge in the executive branch and institutional governance.
  • Collaboration in Public Service Delivery: There is a collaboration between the two countries to work in streamlining public service delivery mechanisms from digital governance, e-government, to citizen-centred services.

Significance of the MOU

  • Strengthening Bilateral Ties: This MoU will tougher business ties between India and Cambodia, primarily in the areas of public administration and governance.
  • Capacity Building: The MOU gives the platform to work with Cambodian civil workers to sharpen their skill through the Public Administration and Governance domain.
  • Promoting Good Governance: The agreement in this context helps to improve the good practices of governance and public delivery in the partnering countries.
  • Enhancing People-to-People Contacts: The MOU accentuates the need to bridge people-to-people relations between India and Cambodia, with a greater focus on cultural activities, exchange of students and tourism.

Conclusion

The MOU between DARPG and the Ministry of Civil Service of Cambodia is a significant step forward in strengthening bilateral ties between the two countries. The MOU promotes human resource development in the civil service sector, exchange of best practices, collaboration in public service delivery, and people-to-people contacts.
