Context

In a major fillip to India’s fight against terrorism and organised crime, Union Home Minister and Minister of Cooperation virtually inaugurated Criminal Case Management System (CCMS) and also launched a mobile app ‘Sankalan’ in New Delhi.

About

  • Developed by: The new stand-alone version of CCMS has been developed and designed by the National Investigation Agency (NIA)
  • It will enable the National Investigation Agency (NIA) personnel to better coordinate in terrorism and organized crime cases, thereby improving justice delivery.
  • It is a user-friendly and easy-to-installation, customizable, browser-primarily based software to help the State Police forces in their investigations and prosecution.
  • The state-of-the-art CCMS software program would no longer best carry standardisation into investigations however additionally enable clean and streamlined compilation of terror-related statistics throughout the country.

What is the Sankalan app?

  • It has been designed for navigating through new criminal laws as a bridge between old and new criminal laws.
    • This app will work as a comprehensive manual for all stakeholders. 
  • It will work in offline mode as properly and its availability has been ensured in some far-flung areas so that every one stakeholders could have access to desired information in time. 
  • Sankalan app will be available for download on Google Play Store, Apple Store and its laptop version can be downloaded from authentic web sites of MHA and National Crime Records Bureau (NCRB).

National Investigation Agency (NIA)

    • The NIA is a federal agency of the Indian government accountable for investigating and prosecuting crimes associated with Terrorism, Insurgency, and different countrywide protection topics.
    • Federal agencies in a country typically have jurisdiction over matters that have an effect on the country as an entire, instead of just individual states or provinces.
    • It was established in 2009 following the Mumbai terrorist attacks in 2008, below the National Investigation Agency (NIA) Act, 2008, operates under the Ministry of Home Affairs.
    • The National Investigation Agency (Amendment) Act, 2019 was passed in July 2019, amending the NIA Act, 2008.
    • The NIA has the power to take over investigations of terrorism-associated instances from nation police forces and other agencies. It also has the authority to investigate cases across state boundaries without obtaining prior permission from state governments.
    • Functions:
        • Collecting, studying, and disseminating intelligence related to terrorism and other country wide safety matters. 
        • Coordinating with other law enforcement agencies, both in India and internationally, in matters associated with terrorism and national security. 
        • Conducting potential building programs for law enforcement agencies and other stakeholders.
