Azerbaijan all set to host COP 29

Context: Azerbaijan has received support from other Eastern European nations and is likely to host the COP29 climate change summit next year.

Details:

  • Armenia has decided to cancel its bid to host COP29, thereby granting Azerbaijan the opportunity to host the conference in 2024.
  • This decision is a gesture of goodwill and seeks to establish trust between the two countries that have been in dispute over the Nagorno-Karabakh area.
  • Bulgaria, another potential candidate, is said to have pulled out of its bid.
  • The approval for the host of COP29 will be obtained from COP28, which is currently happening in Dubai. This shows a diplomatic attempt to resolve disagreements and ensure that different UN regional groups take turns hosting COP.

Process of selecting a host city for the COP:

  • The location of the COP meeting changes every year and is held in different regions as determined by the UN, including Africa, Asia-Pacific, Eastern Europe, Latin America and Caribbean, and Western Europe and Others.
  • Countries in the area suggest a person for a position, and typically a location is chosen well in advance, usually with a two-year notice.
  • If no country is willing to be the host, Bonn, where the UNFCCC secretariat is located, takes on the responsibility of hosting.
  • The rotation cycle has not been adhered to very strictly.
  • The initial and subsequent COPs took place in Europe’s western region, with the first two being held in Berlin and Geneva, and the fifth and sixth occurring in Bonn and the Hague.

UN Framework Convention on Climate Change (UNFCCC):

  • The United Nations Framework Convention on Climate Change (UNFCCC) was established as an international agreement with the goal of collectively tackling the pressing issue of climate change.
  • The Convention has almost every country as a member, with a total of 197 countries participating.
  • The Convention was made available for countries to sign during the UN Conference on Environment and Development in June 1992, which was also called the Rio Earth Summit.
  • The United Nations Framework Convention on Climate Change (UNFCCC) became effective on March 21, 1994.
  • The UNFCCC originally had its secretariat in Geneva but it has been based in Bonn, Germany since 1995.

Conclusion:

The COP conference, organised by the United Nations, is the largest yearly gathering focused on addressing the climate crisis. It brings together delegates from numerous nations to discuss and reach consensus on strategies for combating the climate emergency.
