Rajya Sabha Passes Bills for PVTGs

Context: The Rajya Sabha has approved the Constitution (STs) Order Amendment Bill 2024 and the Constitution (SCs and STs) Order Amendment Bill 2024, which were introduced by the Ministry of Tribal Affairs.

Details about the news:

  • Recently, seven Particularly Vulnerable Tribal Groups (PVTGs) were added to the Scheduled Tribes (STs) list in Odisha and Andhra Pradesh.
  • These PVTGs were specifically included as synonyms or sub-tribes of existing communities on the ST lists.
  • In Odisha, the additions included Pauri Bhuyan and Paudi Bhuyan as synonyms for the Bhuyan tribe, Chuktia Bhunjia as a synonym for the Bhunjia tribe, Bondo as a sub-tribe of the Bondo Poraja tribe, and Mankidia as a synonym for the Mankirdia tribe.
  • In Andhra Pradesh, the additions were Bondo Porja and Khond Porja as synonyms for the Porja tribe, and Konda Savaras as a synonym for the Savaras tribe.

Key Findings:

  • Additionally, the Bill aimed to modify Odisha’s ST list by transferring the designations of Tamadia and Tamudia from the Scheduled Castes list to the Scheduled Tribes list.
  • Furthermore, the Bill sought to enhance the inclusivity of the State’s ST list by incorporating synonyms, phonetic variations, and sub-tribes associated with at least eight existing communities.
  • Moreover, the expansion of Odisha’s ST list involved the inclusion of two new communities.
  • These communities were identified as the Muka Dora community, along with its synonyms, residing in undivided Koraput District encompassing Koraput, Nowrangapur, Rayagada, and Malkangiri districts, as well as the Konda Reddy community, and its synonyms.

Indian government has taken significant measures for the Welfare of the PVTGs:

  • The PM PVTG Development Mission has been announced under the Union Budget 2023-24 with a motive to provide basic facilities in households and locations who belong to Particularly Vulnerable Tribal Groups (PVTGs).
  • These facilities consist of secure housing, pure water sources, sanitation systems, classrooms teaching education rights instructing children and other important topics related to living in the right environment for obtaining health care alongside providing nutritious food.
  • A budget of Rs. For the implementation of this mission 15,000 crore will be spent in each subsequent three years.
  • Furthermore, the PM-JANMAN program has been introduced to enhance socio economic derption of PVTGs by means of planned intervention driven and coordinated by nine Ministries.
  • The issue of depopulating PVTG communities is also on the government’s agenda and it cooperates with State governments as well.

About PVTGs

  • In India, there exist 75 PVTGs with pre-agriculture level of technology at most stagnant stages or even declining population; extremely low literacy system and subsistence type economy.
  • The Dhebar Commission propounded the findings that lead to recognition of this category based on its efficacy.
  • The no. PVTG has increased from 52 in 1975 to Total of noted that there are as many as seventy – five tribes having the total population,403638 recognized under vta IN and exists in eighteen (states and UTs).
  • Data from the Ministry of Tribal Affairs and Census (2011) show that, Odisha has got maximum PVTGs population followed by Madhya Pradesh and Andhra Pradesh other includes Telangana.
  • Total population of PVTG in India is more than 40 lakh out of which the Saura community of Odisha could be considered to have largest numbers totaling at around 5.35 lakhs .
