Odisha Government’s measures for Tribal Welfare

Context- Recently the Odisha government announced measures for the welfare of tribal Population in the state.
About
- The Odisha authorities introduced the launch of LABHA (Laghu Bana Jatya Drabya Kraya) Yojana, for minor forest produce (MFP).
- It has also permitted the established order of a Commission for the Preservation and Promotion of the Tribal Languages of the Scheduled Tribes of Odisha.
LABHA (Laghu Bana Jatya Drabya Kraya) Yojana
- It is a 100% State-funded minimum support price (MSP) scheme for forest produce (MFP). The MSP might be decided each year by the State government.
- Under the scheme, a number one collector (a tribal man or woman) could be able to sell the MFP.
- It may be accrued on the procurement centers by using the Tribal Development Cooperative Corporation Limited of Odisha (TDCCOL).
- These procurement facilities could be managed by means of SHGs and some other notified organizations assisted by using TDCCOL.
- As 99% of primary collectors are tribals and the bulk of them are girls, the LABHA Yojana will integrate the efforts with Mission Shakti’s Women SHGs (self help groups).
- The procurement automation system may be installed to capture the total collection of MFPs, the details of the number one creditors, and the procurement point.
- Significance: The LABHA Yojana will even put off the opportunity of misery sale of produce to middlemen
Commission for the Preservation and Promotion of the Tribal Languages
- The Commission will inspire multilingual training, file and maintain tribal languages, promote the use and protect linguistic rights.
- The Commission will make efforts for inclusion of tribal languages like Ho, Mundari, Kui and Saora inside the 8th Schedule of the Indian Constitution
Tribal Population in Odisha
- Odisha is home to 62 distinct tribes, which includes 13 Particularly Vulnerable Tribal Groups (PVTG).
- The Scheduled Tribes in Scheduled Areas constitute approximately 68.09% of the entire tribal population within the State.
- It ranks as the third largest concentration of a tribal population, trailing behind Madhya Pradesh and Maharashtra.
- Majority of Scheduled Tribes live in hilly and forest areas.
- Their economy is essentially subsistence oriented, non stratified and non-specialised.
- Though the Scheduled Tribes in Odisha have suffered from social, educational and financial backwardness because of geo-ancient motives, they’ve their personal specialty and social-cultural milieu.
- 62 Scheduled Tribes in Odisha speak as many as 74 dialects. Their ethos, ideology, worldview, value orientations and cultural historical past are rich and sundry.
- The tribal regions of Odisha, therefore, give an exceedingly diverse socio-economic landscape.
- There are 21 tribal languages in Odisha.
