Syllabus- Government Policies and Interventions [GS Paper-2]

Context- The Nationwide Animal Husbandry, Dairying, and Fisheries (AHDF) KCC Campaign was launched by the Union Ministry for Fisheries, Animal Husbandry, and Dairying as part of the celebrations of Aazadi Ka Amrit Mahostav, which will run from May 1, 2023, to March 31, 2024.

Key Highlights 

  • The mission plans to grow the advantages of the Kisan Visa (KCC) to all qualified animal cultivation, dairy, and fishery ranchers in the country.
  • Small landless farmers engaged in animal husbandry and fisheries will benefit from the campaign’s credit facilities.

Results of Prior Campaigns:

  • The Ministry of Fisheries, Animal Husbandry, and Dairy, in conjunction with the Department of Financial Services, has run a number of campaigns since June 2020 to offer the Kisan Credit Card to all eligible fishery and animal husbandry farmers.
  • During these campaigns, animal husbandry and fishery farmers received more than 27 lakh fresh KCCs.

Current Campaign:

  • Every week during the current campaign, the KCC Coordination Committee, led by the Lead District Manager (LDM), will organize District Level KCC Camps to examine applications submitted by farmers to the State Animal Husbandry and Fisheries department in person.

The Kisan Credit Card: What is It?

    • In order to provide farmers with prompt credit assistance, the Kisan Credit Card (KCC) program was launched in 1998.
    • It offers credit for development, acquisition of farming information sources, and different requirements.
    • In 2004, the program was extended to cover farmers’ need for investment credit.
    • In 2018-19, the office was stretched out to fisheries and animal cultivation ranchers.
    • Objectives:
      • The scheme’s goal is to meet farmers’ short-term credit needs for crop cultivation, post-harvest costs, a produce marketing loan, consumption, and working capital for farm assets’ upkeep.
      • Additionally, it offers investment credit for agricultural and related pursuits.
    • Features:
      • An ATM-capable RuPay debit card and adaptable and simplified procedures are included with KCC.
      • Aadhaar seeding is compulsory to benefit interest grants.
      • The facility helps farmers in the livestock and fisheries industries meet their short-term credit needs.

    • Regional Rural Banks (RRBs) 
    • Commercial Banks 
  • Recent Achievements:
    • There have been 2.92 million KCCs issued with a sanctioned credit limit of Rs as of February 25, 2022. 3.2 million crores.
    • Farmers who take out short-term crop loans of up to Rs. 10,000 receive an interest subsidy of 2% and a prompt repayment incentive of 3% from the government. 3 lakhs.
