Atal Vayo Abhyuday Yojana

Syllabus- Government Policies and Interventions [GS Paper-2]

Context- The Ministry of Social Justice and Empowerment has been working to create an inclusive and equal society for all its citizens and Atal Vayo Abhyuday Yojana (AVYAY) is one such scheme for  a dignified life for senior citizens.

Key Highlights 

  • The scheme was previously called the National Action Plan for Pensioners (NAPSrc) and was updated and renamed in 2021.  It is a centrally sponsored scheme. 

Objectives: 

  • The irreplaceable contribution of the elderly to society is recognized and efforts are made to ensure their well-being and social inclusion. 
  • Recognizing their contribution, the government wants to strengthen and elevate them by ensuring their active participation and inclusion in all spheres of life.  

Components: 

  • Integrated Program for the Elderly (IPSrC): This provides financial support for care and maintenance of the housing of the elderly to improve  quality of life by providing basic amenities.  
  • Rashtriya Vayoshri Yojana (RVY): Provides an allowance of Rs. 15,000 to senior citizens belonging to below poverty line (BPL) and suffering from any age related disability by availing the assistance of  assisted living facilities. 

Achievements 

  • Under the IPSrC: 
  • A total of 552 Nursing Homes, 14 Nursing Homes, 19 Mobile Medicare Unit and 5 Physiotherapy Clinics are  maintained by various NGOs. 
      • Almost 1.5 million beneficiaries live in nursing homes.  
  • Under RVY: 
    •  A total of 269 camps  have been organized by the organizers so far, and the number of beneficiaries of this camp is more than 4 thousand. 
    • A total  of Rs. 140.34 million were released during the last 3 economic periods. 

Importance 

  • This shows the government’s commitment to the welfare and empowerment of the elderly in India.  
  • By meeting their financial, healthcare and social needs, the goal of the system is to empower the elderly and their active participation and involvement in social life. 
  • The government strives to create an environment where the elderly can live dignified, respectful and fulfilling lives, recognizing their invaluable contribution to the nation.
