Urban Fires: Overview

About

  • The burnout of flammable substances in residential, commercial or industrial locations causes fires in the cities that are man-made disasters in densely populated places. There is accelerated urbanization, overcrowding of houses, high rise buildings and insecure electrical systems that have enhanced the occurrences of urban fires in India and their severity.
  • In contrast to rural fires, urban fires are the ones that propagate fast because of near proximity of buildings, occurrence of inflammable substances and restricted accessibility of fire services. Loss of lives and property through slum fires, industrial fires and high rise building fires are common cases in major Indian cities.

Causes of Urban Fires

  • Malfunctioning electrical wiring, short circuiting and overloaded power lines.
  • Cooking on unsafe cooking fuels and heating equipment.
  • Storing flammable chemicals improperly at industries and warehouses.
  • Failure to observe fire safety standards in buildings.
  • Little roads and unplanned communities that slow the reaction of emergency services.
  • Human carelessness such as smoking and disposal of inflammable waste inappropriately.

Effects of Urban Fires

  • Human death as a result of burns, smoke inhalation and building collapses.
  • Razing of residential houses, commerce, manufacturing plants and government infrastructure.
  • Destruction of electricity, transport and communication infrastructure.
  • Costs incurred in the economy as a result of interruption in the business and the cost of reconstruction.
  • Urban poor displacement particularly in slums.
  • Psychological trauma in the affected populations.

Urban Fire Suppression and response

  • Regulations on fire safety: Tough implementation of building codes, fire exit and fire safety inspection.
  • Early Detection Systems: Fitting of smoke detectors, fire alarm and sprinkler systems.
  • Emergency Response: Enhancing urban fire services in terms of equipment and qualified staff.
  • Urban Planning Interventions: Broad avenues, green areas and free hydrants.
  • Community Awareness: Fire training, safety training and awareness programs at school and workplace.
  • Municipal Co-ordination: Co-ordination with municipal bodies, fire departments, police and health services.

Way Forward

  • The mitigation of urban fire is achieved through coordinated urbanization and hard implementation of fire safety legislation.
  • Fire infrastructure, capacity building and public awareness should be invested in.
  • Smart cities and housing programs should include fire risk assessment in order to increase resilience.
