Context

India is experiencing a problem of educated unemployment, where degree graduates are seeking low-skilled employment. This phenomenon reveals the state of the labor market and serves as an indicator of a lack of alignment between education and employment requirements.

Key Highlights

  • Mass overqualification: Degree-holders seeking sanitation and peon-level jobs show that there is a shortage of decent formal work at the entry level.
  • Stress on campus placement: A significant proportion of graduates in elite institutes will be unplaced, which points to low evaporation of high-skill workforce across industries.
  • Wage stagnation: Real wages were squashed with fresher wages concentrated around Rs 3-4 lakh in the years of elevated inflation.

Major Causes

  • Skill Mismatch: Approximately 33 percent of the graduates report that their skills are not matched with the industry needs. As an illustration, engineering colleges usually deliver coders with no experience in project exposure, hence they cannot be hired in start-ups or tech-based companies.
  • Low Employment Elasticity: Services, though over 54 percent of GDP, are not able to create more than 30 percent of the jobs. The manufacturing business that has traditionally been characterized by big workforces is stunted by policy and infrastructure disconnects.
  • Feeble Industry-Academia Ties: Few in the survey (12 percent) of job seekers indicate any campus recruitment or placement assistance. Most of the institutions are not interested in employable skills or internships, but only in theoretical knowledge.
  • Gender Disparity: Female graduate unemployment is higher than 30 percent, which is hindered by cultural prejudice, security issues and access to jobs in the private sector or at night. As an example, women in Bihar are socially restricted in the choice of jobs.
  • Regional Imbalances: Educated unemployment is over 35 per cent in Bihar and Jharkhand, with urban youth attracted to metropolitan areas, such as Bangalore and Mumbai, increasing the pressure of urban-rural migration.

Economic & Social Impact

  • Increasing Crime and Social Unrest: Unemployment in young people is frequently associated with increased crime, drug misuse and protests or other extremist actions, which destabilize society.
  • Drain of Skills and Human Capital: Prolonged unemployment causes skill loss and reduces future employability and creating a vicious circle of unemployment and underutilization of talent.
  • Family and Household Strain: The loss of anticipated earnings through educated people puts financial strain on the families, which translates to delayed marriages, less investment in the education of children and poor health results.
  • Informal Sector Pressure: Dislocated graduate workers are increasingly engaging in informal, insecure employment with no social security, continuing to experience a life of precarity and lost tax income.
  • Late Urban Infrastructure Buildings: Unemployed youth moving to metro areas exert a strain on the facilities, i.e., houses, transport, and sanitation, which decreases the quality of life of those living there.
  • Mental Health and Suicide Clusters: In addition to the cases, there are clusters of unemployment-related suicides within certain areas, which means that the socio-economic distress is localized and will have to be addressed with specific interventions.

Way Ahead

  • The current programs (Atmanirbhar Bharat Rozgar Yojana, PM Kaushal Vikas Yojana, Startup India) have been able to enhance access to opportunities but are still not massive and comprehensive enough.
  • Demand-driven Education: Incorporate job-related apprenticeship and applied skills as projected in NEP 2020.
  • Labour-Intensive and Green Growth: Focus on industries such as manufacturing, renewable energy and allied services to create jobs.
  • Women-Related Policies: Improve the safe transportation of people in cities, working conditions, and safeguard against sexual harassment.
  • Clear and Disaggregated Information: Survey information on the unemployment and quality of jobs among graduates at state rates.
