In August 2025, ahead of the Shanghai Cooperation Organisation (SCO) summit in Tianjin, India’s Prime Minister Narendra Modi met Chinese President Xi Jinping. The meeting underscored the importance of looking beyond border disputes and focusing on cooperation in multiple areas. A notable reference during discussions was to the Panchsheel doctrine or the Five Principles of Peaceful Coexistence, a foundational framework for India-China relations since 1954.

Origin and Background of Panchsheel

The Panchsheel doctrine was first formalized in 1954 in the Agreement on Trade and Intercourse with the Tibet Region between India and China. It was championed by Indian Prime Minister Jawaharlal Nehru and Chinese Premier Zhou Enlai. These Five Principles later influenced important international forums like the Bandung Conference (1955), the United Nations General Assembly resolution (1957), and the Non-Aligned Movement (1961), underpinning the spirit of peaceful coexistence and non-alignment.

Five Principles of Panchsheel

The five principles that define Panchsheel are:

    1. Mutual respect for each other’s territorial integrity and sovereignty
    2. Mutual non-aggression
    3. Mutual non-interference in each other’s internal affairs
    4. Equality and mutual benefit
    5. Peaceful coexistence

These principles were intended to guide bilateral relations and promote cooperation without conflict or domination.

Significance of Panchsheel in India-China Relations

For India, Panchsheel represented a diplomatic framework supporting strategic autonomy, mutual trust, and cooperation with China without the interference of external powers. It symbolized India’s commitment to peaceful coexistence and respect for sovereignty.

For China, Panchsheel was a demonstration of Asian solidarity and peaceful intentions toward its neighbors. It helped counter Western narratives during the Cold War period and provided a basis for cooperation on regional and global issues.

Challenges and Limitations

Despite its noble intentions, the Panchsheel doctrine faced significant challenges. The absence of enforceable mechanisms and ambiguity, especially regarding non-interference, led to tensions. The Tibetan issue and the 1962 Sino-Indian War highlighted the limitations of Panchsheel in preventing conflict. More recently, border conflicts such as the Galwan Valley clash in 2020 showed that while Panchsheel remains a guiding ideal, realpolitik and security concerns continue to complicate relations.

Renewed Relevance and Way Forward

The recent Modi-Xi meetings have revived calls to cherish and promote Panchsheel principles as a foundation for stabilizing and enhancing bilateral ties. Both leaders emphasized maintaining peace and stability along the border and agreed to uphold mutual respect and strategic autonomy. This renewal signals a shared interest in moving beyond disputes toward cooperation in trade, multilateral forums, and regional security.

Conclusion

The Panchsheel doctrine remains a historic and strategic cornerstone of India-China diplomacy. While challenges persist, its call for peaceful coexistence based on respect, non-aggression, and mutual benefit resonates in contemporary efforts to stabilize and strengthen bilateral relations.
