The India-USA Partnership and its Future
GS Paper 2 - Bilateral Groupings and Agreements, Indian Diaspora

Context
The United States is gearing up for potential political changes and that leaves India at a very crucial junction. India has maintained healthy relations with both the Republican and Democratic administrations in the past few decades and established itself as a key US ally in various domains.
But certain issues still persist in the partnership like immigration issues, geopolitical alignment etc. In such a situation, India must look to make use of its strategic advantages, influential diaspora and growing importance in the Indo-Pacific region to further solidify the Indo-US partnership.
Major Friction Ares in Indo-US Relations
- Trade Tensions – Economic and Trade frictions existing among both the countries include – market barriers, concerns surrounding intellectual property rights, India’s data localization policies and e-commerce regulations.
- Strategic Autonomy – India is always seen following a policy of strategic autonomy which clearly deviates from USA’s policy of closer alignment. India’s stance on the Russia-Ukraine War was an evidence of it. India continues to purchase oil and defence equipment from Russia.
- Technology Transfer and Defence Cooperation – Defence ties between both the countries have improved over the years but frictions continue in terms of technology transfer and joint production.
- Visa and Immigration Issues – Immigration policies, particularly those affecting Indian tech workers and students, have been a persistent irritant. Changes to H-1B visa rules have caused concern in India. The backlog for employment-based green cards, disproportionately affecting Indians, remains a major issue.
- Energy and Climate Change – The pace and scale of policy implementation and actions related to climate change often becomes a problem with both the countries. The US pushes for more ambitious emission reduction targets, while India emphasizes its development needs and calls for greater financial support from developed nations.
- Intellectual Property Rights – Intellectual property rights (IPR) protection remains a contentious issue in India-US relations. The US has consistently placed India on its Priority Watch List in the Special 301 Report, citing concerns over patent laws, copyright piracy, and trademark infringement.
Measures to Enhance India-US Relations
- Joint manufacturing – India can propose to establish joint manufacturing initiatives that can align with economic interests of both the countries. It can prove to be a win-win situation for both the countries addressing USA’s job creation concerns and thereby boosting India’s manufacturing capabilities.
- Green Energy Corridor – India can propose a bilateral Green Energy Corridor, focusing on joint development and production of renewable energy technologies. This could include collaborative research on solar, wind, and hydrogen technologies, joint ventures for manufacturing green energy equipment, and shared projects for sustainable urban development.
- Digital Democracy Initiative – India should look to start a Digital Democracy Initiative with the USA to develop shared norms and technologies for an open and secure internet. This could include joint efforts in cybersecurity, countering disinformation, and promoting digital literacy.
- Skills Passport Program – India can propose a Skills Passport Program to address US labor shortages while providing opportunities for Indian workers. This program would involve standardized skill certification recognized by both countries, streamlined visa processes for certified workers, and joint training programs.
- Strategic Resource Partnership – India should look to become a key partner in securing the US Supply Chain for critical resources. This might involve joint exploration and production of rare earth elements and collaborative research on alternative materials.
- Space Commercialization – India can initiate a Space Commercialization Consortium with the US, focusing on joint development of commercial space technologies and services. This could include collaborative projects in small satellite development, space-based internet services, and space tourism technologies.
- Agri-Tech Innovation Hub – India can also establish an Agri-Tech Innovation Hub to develop and deploy advanced agricultural technologies. Such an innovation can include development of climate-resilient crops, precision farming techniques and AI-driven pest management systems.
Conclusion
Although the Indo-US partnership has flourished in the past few decades, certain issues still linger around. This might be a perfect opportunity for India to further solidify its relations with the USA which is looking at potential political changes in the times ahead. India must leverage its strategic location and influential diaspora as tools to keep the Indo-US partnership flag flying higher and higher.
