Strategic Importance of the Strait of Hormuz

Syllabus: International Relation [GS Paper-2], Economy [GS Paper-3]

Context

The Strait of Hormuz is a narrow maritime passage located between Iran and Oman, connecting the Persian Gulf with the Gulf of Oman and the Arabian Sea. It is considered the world’s most important oil transit chokepoints, with about one-fifth of global petroleum consumption and a significant portion of liquefied natural gas (LNG) trade passing through it. This makes the strait a vital artery for global energy security and international trade.

Role in Global Oil and Gas Flows

Volume and Destination of Shipments

  • Oil Transit: The Strait of Hormuz handles approximately 20–21 million barrels of oil per day, which is about 20–21% of global petroleum consumption. Over 80% of these shipments are destined for Asian markets, including China, India, Japan, and South Korea.
  • LNG Transit: Around one-fifth to one-third of global LNG trade, especially from Qatar, the world’s largest LNG exporter, also passes through this strait.
  • Chokepoint Definition: The U.S. Energy Information Administration (EIA) defines a chokepoint as a narrow channel along widely used global sea routes that is critical for energy security. The Strait of Hormuz has no practical alternatives for large quantities of oil and gas, making it irreplaceable.

Significance for India’s Energy Security

Dependence on Imports

  • Crude Oil: India imports over 85–90% of its crude oil requirements, making it the world’s third-largest consumer of crude oil. A significant portion of these imports comes from West Asian countries such as Iraq, Saudi Arabia, the UAE, Kuwait, and Qatar.
  • LNG Imports: India is also a major importer of LNG, sourcing about half of its natural gas demand through imports, with Qatar being the dominant supplier.

Route of Supply

  • Via Hormuz: Most of India’s oil from West Asia and nearly all its LNG from Qatar reach Indian ports via the Strait of Hormuz. In May, nearly 47% of crude oil imported by Indian refiners was transported through this strait.
  • Impact of Disruption: Any disruption or closure of the Strait of Hormuz could impact up to 40% of India’s crude imports and 54% of its LNG supplies, leading to supply delays, higher shipping costs, and increased prices.

Geopolitical Risks and Economic Implications

Vulnerability to Conflict

  • Regional Tensions: The strait is located in a geopolitically sensitive region, with ongoing tensions between Iran and Israel, and frequent threats by Iran to close the passage during conflicts.
  • Market Volatility: Even the threat of closure can cause oil prices to spike and insurance premiums to rise, affecting India’s economy and energy sector.

Response and Mitigation

  • Indian Navy’s Role: India has initiated maritime security operations such as “Operation Sankalp” to protect its oil tankers in the Gulf of Oman and Persian Gulf, and to reassure Indian-flagged vessels transiting the strait.
  • Limited Alternatives: There are few viable alternatives to bypass the Strait of Hormuz, making India highly vulnerable to any disruptions.

Conclusion

The Strait of Hormuz is a linchpin for global energy flows and India’s energy security. Its strategic importance is underscored by the massive volumes of oil and gas passing through it, the high dependence of Asian economies like India on these supplies, and the lack of practical alternatives. Any disturbance in this chokepoint can have far-reaching consequences for India’s economy and the global energy market, making it a critical focus for international diplomacy and security efforts.
