Sevottam Service Delivery Excellence Model

About
- The Sevottam model is the product of Seva (service) and Uttam (excellence), which is a solid model that seeks to increase the quality of services offered to the people.
- Sevottam is a benchmarking system that promotes accountability, transparency and centrist governance towards the citizens, which is supported by certification to enhance the standards of service delivery.
- The model, developed by the Quality Council of India in place of the Department of Administrative Reforms, is called IS 15700:2005 and was adopted officially in 2006.
- The Sevottam framework, applicable to services of central and state government, offers a structured method in defining, tracking, and enhancing the quality of services provided by the public to citizens, which allows organisations to attain service delivery excellence.
Important Objectives
- Effective execution of Citizen Charter: Citizen Charters state the rights of citizens and therefore the citizens are made aware of their rights and they can ask to be provided with better services.
-
- Through incorporation of citizen feedback in service delivery processes, public organizations may be able to align its goal to the expectation of the citizens.
-
- Service Delivery Preparedness and Results Achievement: Organizations should be able to define the services they are offering, develop processes and capacity to offer services to meet service standards.
-
- Preparedness will make sure that service delivery mechanisms should be aligned with the performance goals.
-
- Sound Public Grievance Redress Mechanism: A powerful grievance redressal mechanism must be in place to address the complaints effectively so that the citizens are satisfied with the process of resolving the issues despite the outcome.
Rationalization of Sevottam Framework
- Setting Service Standards: Having the clear benchmarks gives citizens an idea of what they expect of the public services.
- Receiving Feedback: Citizen feedbacks are used to point out gaps in service delivery which the service provider can use to improve.
- Capability Building: Building organizational capacity helps to establish standards that are to be met regularly.
Sevottam Framework Structure
- Citizen Charter: This will be used to define the standards of service delivery and make citizens aware of their rights and entitlements.
-
- To be used as a benchmark when assessing the quality of the services.
-
- Grievance Redress Mechanism: Provides a sufficient and effective mechanism of getting complaints redressed in case services do not deliver as per the set standards.
- Building Capability: emphasis on capacity building of an organization to ensure that the delivery of services is always in tandem with the standards.
Seven-Step Approach for Citizen-Centric Governance
- The Administrative Reforms Commission (ARC) suggested a seven-step way of transforming organizations into more citizen-centric based on Sevottam principles:
- Define Services: Determine and classify services in order to match their needs and organizational objectives with those of citizens.
- Set Standards: Develop achievable and quantifiable standards of all services, with input of citizens.
- Create Capacity: Establish organizational capacity by training, value creation and customer-focused culture.
- Monitor: Have some mechanisms of following up on how well the standards of services are being followed and filling gaps as soon as they occur.
- Evaluate: External evaluation including citizen feedback and report cards should be made to measure the quality of service.
- Continuous Improvement: Enhance services, standards and internal processes to meet the changing expectations of the citizens.
Importance of Sevottam Model
- Self-Assessment: Sevottam is an example of a self-assessment tool that can be applied by organizations to identify and close gaps in service delivery.
- Benchmarking: Serves as a standard of quality of the public services, whereby comparisons and advancements are made.
- Recognition and Reward: It is a rating model that recognizes the organizations that perform well in terms of being citizen centric in their governance.
- Sustainability: Prestige the incorporation of service excellence as part of the daily organizational practices.
Sevottam Certification Process
- Organizations perform self-audit to adapt to IS 15700 standards.
- The main dimensions are the charter of the citizen, service delivery, redress of grievances and perpetual improvement.
- Companies that fit the requirements may submit applications to certifying bodies of which the duration is three years.
