REDD+

Introduction

Reducing Emissions from Deforestation and Forest Degradation (REDD+) is a voluntary international climate change mitigation framework developed by the United Nations Framework Convention on Climate Change (UNFCCC). It aims to encourage developing countries to reduce greenhouse gas emissions and deforestation, enhance forest carbon stocks, promote sustainable forest management, and financially incentivize these efforts. The acronym REDD stands for “Reducing Emissions from Deforestation and Forest Degradation,” while the “+” represents additional activities including conservation, sustainable management, and enhancement of forest carbon stocks.

Objectives of REDD+

The primary goals of REDD+ are:

  • To reduce emissions by slowing, halting, and reversing forest loss and degradation.
  • To increase the removal of greenhouse gases (GHGs) from the atmosphere through forest conservation and regrowth.
  • To support sustainable forest management that benefits forest-dependent communities while conserving biodiversity.

Key REDD+ Activities

The UNFCCC recognizes five REDD+ activities that contribute to climate change mitigation through the forest sector:

  1. Reducing emissions from deforestation
  2. Reducing emissions from forest degradation
  3. Conservation of forest carbon stocks
  4. Sustainable management of forests
  5. Enhancement of forest carbon stocks

These activities can be implemented as a coordinated package or separately, depending on the national context and strategy of the implementing country.

Phases of REDD+ Implementation

REDD+ operates through three major phases:

  • Readiness Phase: Developing national strategies or action plans, capacity building, and early actions to prepare for REDD+ activities.
  • Implementation Phase: Enactment of national strategies and policies, carrying out mitigation actions, and capacity development.
  • Results-Based Payment Phase: Receiving payments based on verified emission reductions achieved through REDD+ activities.

Countries progress through these phases with support from international mechanisms such as the Green Climate Fund and the UN-REDD Programme, which provide funding, technical assistance, and capacity enhancement.

Governance and Support Framework

The UN-REDD Programme, a collaboration between FAO, UNDP, and UNEP, facilitates REDD+ implementation by providing direct funding, technical support, and capacity building to partner countries. The governance system emphasizes inclusiveness, transparency, accountability, and participation of indigenous peoples, civil society, and governments through executive boards, assemblies, and national steering committees.

Importance of REDD+

  • Forests absorb vast amounts of CO2, making them crucial carbon sinks. Preventing deforestation and degradation is vital for climate change mitigation.
  • REDD+ projects help protect biodiversity, safeguard ecosystem services, and support the livelihoods of forest-dependent communities.
  • It provides financial incentives to developing countries to conserve forests, thus integrating environmental goals with economic development.

REDD+ Projects and Benefits

REDD+ projects often include community-led activities such as sustainable land management, forest conservation patrols, wildfire prevention, and promotion of non-timber forest products. High-quality REDD+ projects demonstrate additionality (emissions reductions that wouldn’t have occurred otherwise), robust monitoring and verification, permanence, and safeguard local rights and biodiversity.

Challenges and Future Outlook

The payment-for-results phase remains largely untested but is crucial for incentivizing emission reductions. Also, addressing drivers of deforestation beyond forest areas and ensuring adequate governance are ongoing challenges. The framework’s integration into the Paris Agreement (Article 5) highlights its increasing significance in global climate policies.
