Sugar Stockholding Limits for Bulk Consumers
In News: The government has relaxed the sugar stockholding limits for bulk consumers (entities using over 10 metric tonnes per month) from 15 days to up to 30 days, subject to strict sourcing conditions.
Key Provisions
- Two-Tier Stock Limit: Bulk consumers can hold domestic/open-market sugar for only up to 15 days. Any additional stock (days 16 to 30) must be sourced exclusively from imports under the Advance Authorisation Scheme (AAS) and Tariff Rate Quota (TRQ).
- Mandatory Compliance: To prevent hoarding, all bulk consumers must report their stock positions every Friday on the Department of Food and Public Distribution (DFPD) portal.
Significance & Impact
- Balancing Domestic Supply: By forcing the extra 15-day buffer to come from imports, the government protects domestic consumers from price spikes during peak festive seasons.
- Trade Instrument Utilization: It optimizes the use of the AAS (duty-free import of inputs for export production) and TRQ (imports at lower customs duty up to a specific limit), ensuring industrial stability without depleting local reserves.
