Context

The Model Youth Gram Sabhas (MYGS) hopes to have a vision to develop empowered, responsible, and empathetic young citizens to actively engage in democratic processes and play a part in the sustainable and inclusive development of the country. This project aims at familiarizing students, particularly those in classes 9-12, with the operations of Panchayati Raj Institutions (PRIs) through practical learning and simulations of Gram Sabha meetings. It will inculcate democratic principles, civic accountability, leadership qualities, and profound knowledge of grassroots governance amongst young people, hence equipping them with the qualities of being aware and active citizens.

The Vision and Core Objectives of Model Youth Gram Sabha

The Model Youth Gram Sabha vision is well in line with the National Education Policy (NEP) 2020, which highlights the need to instill in young learners a firm sense of national pride, an appreciation of constitutional values, and a willingness to serve society. The essence is to give rise to active, empathetic, and informed citizenship based on constitutional democracy.

Key objectives include:

• Introduction of students to the three-tier Panchayati Raj system set by the 73rd Constitutional Amendment.
• Promoting government involvement among the young people in local governance like Gram Sabhas.
• Gaining leadership, speaking in front, critical thinking, and consensus-building skills.
• Encouraging the culture of inclusion, transparency, and accountability.
• Giving the students a platform on which they can talk about the real-life local governance issues and participate in the decision-making process.

MYGS Implementation and Operation

• MYGS is an educational simulation program through which students play roles such as Sarpanch, Ward Members, Village Secretary, Anganwadi Worker, Auxiliary Nurse Midwife (ANM) and Junior Engineers. Students will be provided with mock Gram Sabha sessions, where they discuss and deliberate on critical village problems like water supply, sanitation, education, health and social welfare schemes.
  • • The project requires preparations of advanced meetings like actual Gram Sabhas such as circulation of agendas and notice issue.
    • Students are involved in creating village budgets, development plans, and simulated resolutions.
    • They mimic the real world of financial management by reviewing finances and finding areas of weakness in the local developmental work.
    • Deliberations promote new ways of generating revenues locally and participatory democracy.
• This practical knowledge exposes the students to the real world of grass-root governance, decision-making, and budgetary procedures.

This has been started in schools like Jawahar Navodaya Vidyalayas (JNVs), Eklavya Model Residential Schools (EMRS), and some schools run by Zilla Parishad with a plan to expand it gradually.
• The program also emphasizes on the significance of democratic principles, ethical governance, and accountability which assist in developing a new generation that adheres to the systems of local self-governments and supports sustainable development.

Model Youth Gram Sabha can pass as an innovative educational reform which will convert the theoretical knowledge of democracy into practice. It equips the youth citizens with leadership qualities, civic responsibilities, and local governance knowledge. The project is still in line with its transformative objectives of NEP 2020 and the democratic ideals of India, which promote informed citizenry and participatory development.
