Q. Besides the welfare schemes, India needs deft management of inflation and unemployment to serve the poor and underprivileged sections of the society. Discuss. [15 Marks, GS Paper 2, 2022]

Answer

Welfare schemes in India, such as the Public Distribution System (PDS), MGNREGA, PMAY, and Ayushman Bharat, aim to uplift the socio-economic status of the poor and underprivileged. While these initiatives play a crucial role in offering direct support, they are often reactive and short-term. For sustainable poverty alleviation and inclusive growth, India requires prudent macroeconomic management, especially in tackling inflation and unemployment.

Inflation, particularly food and fuel inflation, disproportionately impacts the poor, who spend a major portion of their income on basic necessities. Rising prices erode real incomes, making welfare benefits inadequate. Persistent inflation can also deter private investments and economic stability, further slowing job creation. Thus, effective inflation management through a combination of fiscal prudence, targeted subsidies, and a responsive monetary policy is essential to protect the purchasing power of the poor.

Unemployment, especially among youth and rural populations, adds another layer of vulnerability. Welfare schemes can only partially address this by offering temporary relief. Long-term solutions lie in promoting skill development, labor-intensive manufacturing, agricultural diversification, and boosting the services sector. Policies such as “Skill India,” “Make in India,” and Production Linked Incentive (PLI) schemes need better implementation to create sustainable livelihoods.

Moreover, structural reforms in labor laws, ease of doing business, and investment in infrastructure can spur job creation. Addressing underemployment and informalization of labor is also critical for ensuring economic security for the marginalized.

In conclusion, while welfare schemes provide essential support, they must be complemented by sound inflation control and employment generation strategies. Only through a holistic and proactive approach can India achieve inclusive and equitable development, thereby truly serving its poor and underprivileged citizens.
