Q. Industrial pollution of river water is a significant environmental issue in India. Discuss the various mitigation measures to deal with this problem and also the government’s initiatives in this regard. [10 marks, GS Paper 3, 2024]
Answer
India’s rivers are severely impacted by industrial pollution due to the discharge of untreated or partially treated effluents. This pollution affects aquatic ecosystems, human health, and agriculture. Addressing this issue requires a combination of regulatory, technological, and community-based solutions.
Mitigation Measures:
- Strict Enforcement of Pollution Control Norms:
- The Environment Protection Act (1986) and the Water (Prevention and Control of Pollution) Act (1974) mandate industries to treat wastewater before discharge.
- Strengthening monitoring mechanisms and imposing penalties on violators can enhance compliance.
- Common Effluent Treatment Plants (CETPs):
- Small and medium industries, which often lack individual treatment facilities, can use CETPs to ensure proper wastewater treatment.
- Zero Liquid Discharge (ZLD) Technology:
- Industries should adopt ZLD, where wastewater is treated and reused, minimizing discharge into rivers.
- Promoting Cleaner Production Techniques:
- Industries should shift to low-pollution technologies and use eco-friendly raw materials to reduce waste generation.
- Bioremediation and Natural Filtration Methods:
- Techniques like wetlands, bio-filters, and microbial treatment can help purify industrial effluents before they enter water bodies.
- Public-Private Partnerships (PPP):
- Encouraging industries to invest in environmental sustainability through Corporate Social Responsibility (CSR) initiatives can lead to better pollution management.
Government Initiatives:
- Namami Gange Programme (2014):
- A flagship initiative to clean and rejuvenate the Ganga, with a focus on reducing industrial pollution through stringent monitoring and effluent treatment.
- National River Conservation Plan (NRCP):
- Aimed at pollution reduction in various rivers by setting up sewage and effluent treatment infrastructure.
- Central Pollution Control Board (CPCB) Regulations:
- Continuous Emission Monitoring Systems (CEMS) for industries to track pollution levels in real time.
- Ganga River Basin Management Plan (GRBMP):
- Developed by IITs, this plan suggests comprehensive strategies for sustainable river management, including industrial pollution control.
- Extended Producer Responsibility (EPR):
