Question

How has India benefitted from the contributions of Sir M. Visvesvaraya and Dr. M.S Swaminathan in the fields of water engineering and agricultural science respectively? [15 Marks, GS Paper 3, 2020]

Answer

India’s development in water resource management and agriculture has been significantly shaped by the pioneering contributions of two visionary leaders—Sir M. Visvesvaraya in water engineering and Dr. M.S. Swaminathan in agricultural science. Their work laid the foundation for modern infrastructure and food security in India.

Contributions of Sir M. Visvesvaraya – Water Engineering

  1. Pioneer in Irrigation and Flood Control:
Visvesvaraya designed several irrigation systems that enabled efficient water usage in agriculture. His work on flood control in Hyderabad and Gwalior prevented major calamities and saved thousands of lives.

  2. Krishna Raja Sagara (KRS) Dam:
Built across the Cauvery River in Mysore under his leadership, the KRS Dam was one of Asia’s largest at the time and revolutionized irrigation, drinking water supply, and hydroelectric power generation in southern India.

  3. Automatic Weir Water Floodgates:
His patented design of automatic sluice gates, first installed at the Khadakwasla Reservoir, improved reservoir management across the country.

  4. Vision for Industrialization:
He emphasized water management as a backbone for industrial and economic growth, which guided later water infrastructure projects like the Bhakra-Nangal and Hirakud dams.

Contributions of Dr. M.S. Swaminathan – Agricultural Science

  1. Architect of India’s Green Revolution:
Swaminathan introduced high-yielding varieties (HYVs) of wheat and rice, combined with chemical fertilizers and irrigation, transforming India from a food-deficient to a self-sufficient nation in the 1960s-70s.

  2. Food Security and Policy Frameworks:
He advocated for farmer-centric policies, Minimum Support Prices (MSPs), and sustainable agricultural practices, which continue to shape India’s food security programs.

  3. Sustainable Agriculture:
Later in his career, he championed the “Evergreen Revolution,” integrating environmental sustainability with food production, thereby influencing India’s approach to climate-resilient agriculture.

  4. Institution Building:
Swaminathan established research institutions like the M.S. Swaminathan Research Foundation, furthering innovation in agri-biotechnology, nutrition, and rural development.

Conclusion

Sir M. Visvesvaraya’s engineering genius laid the infrastructure foundation, while Dr. M.S. Swaminathan’s agricultural innovations ensured food security. Together, their legacies continue to guide India’s path towards sustainable development and inclusive growth.
