
Context
Recently, the Deputy Foreign Minister of Japan Horii Iwao declared that it would support the connectivity initiatives that would enable Northeast India to be connected to the Bay of Bengal and this would be in line with the bilateral strategic objectives.
Background
Japanese commitment was made during the Sixth India-Japan Intellectual Conclave (KIZUNA-6) in Shillong, Meghalaya on February 27, 2026. Horii Iwao stressed the significance of Northeast India as a geopolitical entrance to Southeast Asia and a geographical engine of development when combined with those economies of Bangladesh, Nepal, Bhutan and ASEAN. This is in addition to the high-level diplomacy such as PM Modi visit to Japan in 2025, G20 summits with PM Sanae Takaichi and talks between EAM Jaishankar and FM Toshimitsu Motegi in January 2026.
The announcement is connected with the strategy of Free and Open Indo-Pacific (FOIP) of Japan, which advocates a rule-based order in the regional environment of tensions.
Strategic Context
- Act East Policy Synergy: The Act East Policy (2014) of India has made it part of its strategy to seek connectivity with the Northeast by within the context of Act East Policy through infrastructure projects such as the India-Myanmar-Thailand Trilateral Highway and the Kaladan Multi-Mode Transit Transport Project. The commitment of Japan will lessen dependence on the Siliguri Corridor or the Chicken Neck which boosts the economic security of the isolated territory.
- Countering China: The program is a response to counter the Belt and Road Initiative (BRI) by China, which includes the China-Myanmar Economic Corridor, which invades the Indian periphery. Japan tries to diversify semiconductor and clean energy supply chains outside of China by creating an Industry Value Chain. This is what has happened with the investments made by Japan such as the Mizoram roads through the Official Development Assistance (ODA).
Key Commitments
- Infrastructure Focus: Build ports (e.g. Matarbari in Bangladesh) with rail/road access to Northeast India, which would allow access to the Bay of Bengal.
- Sectoral Cooperation: Economic security, semiconductors, and renewable ties between the private and the sector.
- People-to-People Connections: Enhance the cultural interactions to support soft power. These are in line with Quad (India, Japan, US, Australia) objectives of resilient supply chains.
Implications
- Economic: Promotes trade, tourism and industrial development in Northeast states (e.g. semiconductors in Assam), generating employment and becoming part of BIMSTEC. Possibility of Japan-financed digital/energy projects on ODA.
- Geopolitical: Makes India a more prominent player of Indo-Pacific, creating trilateral India-Japan-Bangladesh relationships. Installs maritime domain awareness in Bay of Bengal.
- Difficulties: Some of the challenges to implementation are terrain, insurgencies, and Bangladesh coordination. The issues in environmental conservation in the biodiversity hotspots should be addressed.

Way Forward
Trilateral arrangements with Bangladesh are of critical importance, as well as Annual India-Japan Summits. The focus of India should be on Northeast Special Infrastructure Development Scheme (NESIDS) synergy. FOIP could be modeled by success in case of global south partnerships.
