Internal Democracy within Political Parties

Context

India’s multi-party democracy frequently centers around individual charisma, elevating the question of whether or not the Election Commission can make certain internal democracy within political parties.

Background

  • Internal democracy in political parties refers to the practice of democratic ideas and approaches within the organizational form and functioning of political events. 
  • It involves the inclusion of all party participants in decision-making approaches, leadership decision, policy method, and ensuring accountability of party leadership to its members.

Reasons for loss of internal democracy

  • Weak Organizational Structures: Many events lack transparent methods for deciding on leaders, permitting centralization of control.
  • Dynastic politics: Leadership is controlled by some individuals or families, proscribing opportunities for brand new talent.
  • Limited Participation of Members: Intra-birthday party elections are merely symbolic leading to disillusionment and disengagement among the grassroots members.

Need for the internal democracy

  • Nurturing a tradition of democracy: Parties with strong internal democratic mechanisms are much more likely to uphold democratic values whilst in energy, ensuring transparency, duty, and responsiveness.
  • Leadership Development: Democratically based events encourage opposition and meritocracy, allowing more youthful and more successful leaders to rise by the ranks. 
  • Empowering Grassroots Members: Internal democracy ensures that the voices of party people and regular contributors are heard in decision-making processes. 

Election commission’s guidelines

  • Representation of the People Act: ECI has periodically used guidelines issued for registration of events under Section 29A of the Representation of the People Act, 1951 to remind parties to conduct elections and to ensure that their leadership is renewed, changed or re-elected every 5 years. 
  • No Permanent President for a Party: ECI has opposed the idea of a ‘permanent president’ within political parties, because it undermines the precept of leadership change and honest illustration within events.
  • Party constitution: The EC’s hints for events applying for registration under the Act state that the applicant has to submit a copy of the party charter.

Concerns

  • De-Registration Only in Cases of Fraud: The Supreme court in 2002 ruled that While the Election Commission has the authority to register political parties, it could simplest deregister a party below restrained occasions.
  • Power of de-registration of political events: ECI has asked the Law Ministry for the power to deregister political parties within the beyond, but the notion has no longer been applied so far.

Way Ahead

  • Ensuring internal democracy within political parties is vital to improving the general democratic fabric of the country. 
  • While the Election Commission has taken steps in this course, its powers are restricted. There is a want for complete reform, perhaps through law, to empower the Election Commission to put in force internal democracy more efficiently.
