  • Empowering the National Security Council and the National Security Adviser

Challenges in Implementing a National Security Doctrine

  • Political Consensus and Ideological Differences: National interests in a pluralist society and a multiparty democracy with manifestations of different ideologies have been the major challenges to define .
  • Opacity in Intelligence and Security Agencies: Again there has been criticism because intelligence agencies do not report to any other institution and are not accountable to society .
  • Gaps in Military Capabilities and Organisational Structure: It has been a paradox where political realities did not match the military potential and structural constitutions of India.
  • Adapting to Emerging Threats and Technological Changes: The doctrine has to be portable or adaptable in the face of such transitions and other changing aspects of the security environment such as the emergence of non-state actors, cyber threats, or the effects of certain technological breakthroughs.

The development and implementation of a comprehensive national security doctrine is crucial for India to navigate the complex and ever changing security landscape.
