India Ties with Turkey and Azerbaijan

Syllabus: International Relations [GS 2]

Context

India is also actively re-establishing relationships with Turkey and Azerbaijan to repair relations damaged by their support to Pakistan and criticism of security operations of India. Third-tier diplomatic interventions such as talks in Baku and Delhi in early 2026, are seeking to rebuild bilateral relations and alleviate tensions, navigating the “three brothers” alliance.

Key Aspects of Rebuilding Ties:

  • Diplomatic Rapprochement: New Delhi is conducting Foreign Office Consultations with Baku (Azerbaijan) and inviting Turkish counterparts, an indication that it is moving towards engagement with these countries.
  • Shifting Geopolitics: India is playing around a thorny Turkish-Azerbijan-Pakistan trilateral alignment, so that it can effectively control its dealings in the Eurasia region.
  • Economic Interest: Both parties have incentive to continue to engage despite the diplomatic tensions. India has a trade surplus with the two countries, importing such goods as marble and minerals, and exporting machines and textiles.
  • Moving Beyond “Boycott” Trends: 2025 The previous trends on social media were the call to boycott Turkish and Azerbaijani products and tourism because of their positions on Kashmir. The re-engagement at hand is aimed at stabilizing this unstable and emotion-filled diplomatic climate.
  • Strategic Balancing: India has re-engaged after having built closer relations with Armenia and Greece as an opposition to Pakistan-Turkey-Azerbaijan axis.

Context for Engagement:

  • History of Tensions: Azerbaijan and Turkey have already taken sides with Pakistan on Kashmir and opposed Indian military activities, leading to intense, albeit short-term, tension in bilateral relations.
  • Regional Strategy: The relocation shows that India would prefer to choose battles wisely and keep open channels of communication in a world that is complicated and prone to conflicts.

Strategic Importance of Turkey

  • Connectivity and Eurasia: Turkey plays a critical role in the connectivity with Central Asia through the Caucasus.
  • Geopolitical Power: Turkey is a major NATO country that is gaining power, and is important in terms of involvement in Afghanistan.
  • Economic Opportunities: Turkey is a large economy despite political divergences, which may present a trade agreement.
  • Balancing Act: India needs to confront the Turkish behavior and consult it on the key areas of its strategies in order to counter its Pakistan-oriented bias.

Strategic Importance of Azerbaijan

  • Important Node in INSTC: Azerbaijan is strategic to the western route of the International North-South Transport Corridor (INSTC).
  • Energy Security: Azerbaijan has the potential of supplying energy and its collaboration guarantees successful transit of Indian products to Eurasia.
  • Regional Balancing: The involvement of Baku assists in balancing the Indian relationships in the Caucasus and regulate her relations with Armenia.

Challenges to Rebuilding Ties

  • Military Relationship with Pakistan: The Turkish military relationship with Pakistan as the biggest arms supplier, including selling drones and refurbishing F-16s is a direct threat to the security interests of India.
  • Kashmir split: Turkey and Azerbaijan have continuously allied with Pakistan in international bodies such as the UN, denouncing the 2019 Article 370 abrogation by India.
  • Azerbaijan-Armenia Conflict: Azerbaijan is a close ally of Pakistan whereas India is an ally of Armenia which puts levels of opposition between the two as regards to geopolitics.
  • Multilateral Friction: Baku has claimed that India has blocked its membership to Shanghai Cooperation Organization (SCO) and this has been a source of mistrust.

Way Forward

  • Pragmatic Engagement: India has to be hard headed and pragmatic and has to decouple economic interest and the political assistance these nations are giving to Pakistan.
  • Strengthening Trade: Turkey is a significant, but critical, economic partner, even though there is a political tension both countries are partners in trade.
  • Playing the Card of Independent Policy: It is possible to capitalize on the strategic independence of Turkey, including the acquisition of S-400 Russian-made missiles.

Conclusion

It is a balancing act as India needs to rebuild its relationship with Turkey and Azerbaijan. It is necessary to protect long-term connectivity initiatives such as the INSTC and to nullify the diplomatic effect of the Ankara-Baku-Islamabad alignment. An emphasis on economic collaboration, combined with a strong security management, seem to be the strategic solution the New Delhi can pursue.
