Context
India and Morocco conducted their first Joint Defence Committee (JDC) meeting in New Delhi on September 8, 2026. The meeting put into practice the institutional mechanism agreed as part of the bilateral Defence Cooperation Memorandum of Understanding (MoU) signed in September 2025.
Key Highlights of the JDC Meeting
- Co-Chairs: Shri Amitabh Prasad (Joint Secretary (International Cooperation), Ministry of Defence, India) and Brigadier General Abdellah Athmani (Chief of the 2nd Bureau, Royal Armed Forces of Morocco) were the Co-Chairs of the meeting.
- Institutional Activation: This was the first institutional session to start a structured pathway to examine, monitor and continue long-term military-to-military connections.
- Diplomatic Milestone: The engagement is a step towards observing the milestone of 70 years of Indo-Moroccan diplomatic ties in 2027.
Major Areas of Strategic Cooperation Discussed
1. Defence Industrial Collaboration & Manufacturing
- Co-Production & Joint Ventures: Both countries pledged to actively pursue industrial cooperation that would involve co-production, joint ventures and technology cooperation.
- Industrial Exposure: The Moroccan delegation took a tour of the Defence Public Sector Undertaking (DPSU) Bhawan in New Delhi, where they explored the current developments in the Indian domestic defence sector. This builds on earlier landmarks, such as the setting up of a Tata Advanced Systems Limited (TASL) facility in Morocco to produce indigenously developed Wheeled Armoured Platforms (WhAP 8×8).
- Maintenance & Sustainment: Frameworks were discussed to support long-term maintenance, repair and overhaul (MRO) ecosystems for shared defence assets.
2. Military-to-Military Exchanges
- Training and Education: Providing additional training time and space for military personnel at military training institutions.
- Joint Exercises: Operational blueprints for the future of joint military and maritime exercises, formalized.
3. Emerging Security and Humanitarian Domains
- Cyber Defence: Sharing good practices on tackling common digital threats, cross-border threats, and protecting critical infrastructure.
- Peacekeeping Operations: India’s rich experience in peacekeeping missions now in the process of building shared capabilities in the UN deployments.
- Military Medicine: The combined efforts of research and operational experiences highlighted in the delegation’s visit to the Army Hospital (Research & Referral) in New Delhi.
Strategic Significance for India
- Gateway to Africa (“Look Africa” Policy): Morocco provides access to North Africa, Atlantic and Mediterranean; India provides a massive defence-industrial ecosystem and training institutions. Creating a strong security presence in Morocco to prevent the expansion of rival regional powers’ geopolitical presence.
- Advancing “Aatmanirbhar Bharat” in Defence Exports: Morocco represents a critical destination for Indian defence exports. Joint projects like the establishment of a dedicated Defence Wing at the Indian Embassy in Rabat ensure smooth export of indigenous technology and ensures assured market access in the Mediterranean and Atlantic littorals.
- Maritime Security Alignment: Morocco has a unique geography and security concerns around the Strait of Gibraltar and the Atlantic Ocean, which is analogous to India’s maritime security concerns of securing sea lines of communication (SLOCs) globally from piracy, illicit maritime trafficking, and regional maritime instability.
Way Forward
The pathway from high-level dialogue to time-bound project implementation between both countries is needed to keep the institutional mechanism effective. Moving forward, efforts should continue regular joint exercises, expedite technology transfer (ToT) through Private-DPSU partnerships, and develop a new “Defence Diplomacy Roadmap” to further solidify Morocco’s status as a key partner in India’s pan-African security framework.
