India Forex Crisis and Growth Challenge
Syllabus- Economy [GS Paper-3]

Context
The debate centres on the impact of lowering imports and saving foreign exchange on the Indian economy, as well as whether it can boost economic growth and investment.
Key Highlights
- The foreign exchange reserves of India are under pressure as a result of the increasing demand for imports and uncertainties in the global economy.
- The current account deficit has been widened due to high imports of crude oil, gold, edible oil and fertilisers.
- The aim of calls for the reduction of imports/promotion of “swadeshi” products is to save foreign exchange reserves.
- But if the concern is too much on reducing consumption, it could negatively impact economic growth and investment.
Understanding the Forex Issue
-
Forex Reserves
- Forex reserves are the foreign currency assets that are kept by the Reserve Bank of India (RBI).
- They assist India in financing imports, ensuring the stability of exchange rates, and coping with external shocks.
-
What’s the cause of India’s Pressure?
- India is a net importer of goods, particularly crude oil and gold.
- Import bills have risen due to global conflicts and rising oil prices.
- Foreign investments in India have become sluggish since mid-2024.
- This has had an impact on the Balance of Payments (BoP) position and tightened the rupee market.
Measures Suggested to Save Forex
-
Reducing Gold Imports
- Indians were asked to halt gold buying for a while.
- A huge amount of foreign exchange is used for gold imports.
-
Lower Fuel Consumption
- Reduce unnecessary travel and work from home to reduce crude oil imports.
- The country of India is highly dependent on petroleum product imports.
-
Reducing imports of edible oil
- The reduction of the use of edible oil can help lessen dependence on imports.
- India is a large importer of edible oil.
-
Promoting Swadeshi Products
- A policy was implemented to encourage citizens to purchase locally produced products rather than imported products.
- The goal is to increase their own industry and decrease their import spending.
- The following issues are addressed in relation to a Consumption-Cut Strategy:
Concerns with a Consumption-Cut Strategy
- Risk of Economic Slowdown
- Businesses that rely on fuel, gold and consumer spending could lose out.
- A slowdown in consumption can also slow down GDP growth.
- Impact on Investment
- When demand is high, domestic and foreign investors invest.
- Less consumption, less industry and less private investment.
- Limits of Self-Reliance
- In an economy that is globalised, it is difficult to achieve total self-reliance.
- In even domestic production, a lot of the raw material and technology are imported.
- Example:
- Natural gas and feedstock imports are required for producing fertiliser.
- Renewables are still dependent on imported parts.
Structural Issues in the Economy
- Weak Manufacturing Competitiveness
- The manufacturing sector of the Indian economy is not competitive enough in the global market.
- Exports continue to be weaker than in the key Asian economies.
- Productivity Challenges
- Labour productivity and infrastructure are low, which has a negative impact on the efficiency of exports.
- Logistics costs are high and make Indian products costlier in the world.
- Agricultural Input Imbalance
- Imbalance in the use of fertiliser is responsible for soil degradation, not fertilisers themselves.
- The wrong use of subsidised urea has skewed nutrient use.
Way Forward
- Boost Domestic Production
- The competitiveness of manufacturing and industries should be improved in India.
- Policies should facilitate and promote the adoption, innovation and scaling up of technology.
- Increase Productivity
- Infrastructure, logistics and skill development investments are needed.
- An increase in productivity can enhance export competitiveness.
- Diversify Exports
- High-value exports like electronics, semiconductors, green technology and pharmaceuticals should be expanded in India.
- Attract Stable Investments
- Strong policy certainty and ease of doing business are needed to attract foreign investment.
- Balanced Self-Reliance
- There is a need to consider critical sectors and not import substitution in general, in a strategic self-reliance approach.
Conclusion
- Forex saving through decreased imports might give temporary respite.
- But the ability to build the economy for the long-term does not rest on the practice of curbing consumption.
- Growth needs to be sustainable, with production and exports growing, productivity and innovations increasing.
- Saving dollars is not the real challenge for India; it is to create an economy that can generate more foreign exchange and be globally competitive.
