Context
India and Australia have recently reaffirmed their commitment to deepening bilateral cooperation, particularly in combating terrorism in all its manifestations. This agreement was highlighted during the bilateral meeting between India’s Defence Minister Rajnath Singh and Australia’s Deputy Prime Minister and Defence Minister Richard Marles in June 2025. The collaboration forms a critical pillar of the India-Australia Comprehensive Strategic Partnership, now in its fifth year, reflecting growing strategic convergence between the two democracies.
Context of the Agreement
The agreement comes amid rising regional and global security challenges, including cross-border terrorism, maritime security concerns, and the evolving geopolitical landscape of the Indo-Pacific region. Both nations condemned recent terror attacks, such as the one in Pahalgam, Kashmir, and expressed condolences to the victims’ families. India emphasized its right to self-defence against cross-border terrorism, describing its recent measured and proportionate responses as responsible actions.
Key Areas of Cooperation
- Counter-Terrorism Cooperation: Both nations committed to cooperating to fight terrorism in all its manifestations, given that mere condemnation is inadequate. They emphasized the necessity of concerted efforts against terror sponsors in multilateral fora such as the Financial Action Task Force (FATF), International Monetary Fund (IMF), and World Bank. India also expressed concerns regarding pro-Khalistan extremist elements in Australia, calling upon Canberra to deal with these security challenges comprehensively.
- Defence and Security Cooperation: Defence ministers committed to increasing and broadening defence industry cooperation under the Australia-India Joint Research Project. This involves deepening cooperation in defence science and technology, cyber security, emerging technologies, hydrography, and maritime security. The two nations have developed greater military interoperability, including for air-to-air refuelling and mutual logistics support for warships and aircraft. Australia joins the Malabar naval exercises with India and other Quad nations to enhance maritime security cooperation in the Indo-Pacific.
- Strategic and Regional Security Dialogue: Talks addressed issues of mutual interest in regional and global security, with a common vision for an open and free Indo-Pacific area. The two countries were pleased with the expanding strategic connection and committed to cooperating to ensure peace, prosperity, and stability in the Indian Ocean region and the Indo-Pacific region. India warned Australia against strengthening defence co-operation with Pakistan, warning of risks that military technologies would be diverted to China. This is consistent with India’s alarm regarding China’s growing influence and military expansion in the region.
Significance of the Partnership
- Enhancing Bilateral Relations: India-Australia Comprehensive Strategic Partnership, agreed to in 2020, has become a strong framework for defence, security, economic, and technological cooperation. Defence has become a foundation of the partnership based on mutual trust and common strategic interests. Australia’s unambiguous support for India’s position against cross-border terrorism and its appreciation of India’s role in stopping military escalation with Pakistan are evidence of increasing political and strategic convergence.
- Boosting Defence Industry Cooperation: The cooperation will help tap the potential of both nations’ defence industries, including small and medium enterprises with niche expertise in advanced technologies and dual-use items. This cooperation aligns with India’s “Make in India” program and Australia’s advanced defence manufacturing capacities. The Australia-India Joint Research Project represents a pledge to innovation and collaborative development of defence technologies, which will be discussed further in future ministerial talks.
Conclusion
The India-Australia agreement to work together against terrorism in all its forms marks a significant step in bilateral relations, reinforcing their shared commitment to regional security and stability. By combining efforts in counter-terrorism, defence cooperation, and strategic dialogue, both nations aim to address emerging challenges in the Indo-Pacific effectively. This partnership not only enhances their national security but also contributes to a free, open, and prosperous regional order.
