Grievance Redressal in India

About
- A grievance is a demonstration of discontent or resentment caused by the sense of being ill-treated, accepted or not.
- It is a call of justice by an individual or a group of people when they feel that they are faced with inefficiencies, injustices or lack of proper service delivery in a given service provision.
- Good grievance redressal systems play an important role in accountability of the government and reinforcement of the trust-cloth relationship between the citizens and the state.
Significance of Grievance Redressal Systems
- In a developing nation such as India where citizens hand over a lot of their lives, food rations, health care and education amongst other needs are provided by the government, any inefficiencies in service delivery can have a great influence on the lives of the people.
- Redressal mechanisms are important in any administrative machinery as they provide the element of accountability, responsiveness and user-focused governance.
- Effective grievance redressal system helps citizens to express their grievance, offer timely and fair solutions and serves as a feedback system to the government institutions to enhance service delivery.
- By doing so, it brings about transparency, democracy, and trust in the citizens towards the institutions of publics.
Grievance Redressal Institutional Mechanisms
National-Level Mechanisms
- Department of Administrative Reforms and Public Grievances (DARPG): This is a nodal agency which develops policies regarding redressal of grievances of the people and the people-centric policies. It is in charge of grievance management of ministries, offers immediate feedback, and determines the efficiency of the redressal procedure.
- Centralized Public Grievance Redress and Monitoring System (CPGRAMS): A portal that allows citizens to get grievances picked up online and monitors the status of its resolution. CPGRAMS brings about accountability by registering, tracking, and escalating resolutions, and provides an alert system to poor resolutions through an appeal process.
- Directorate of Public Grievances (DPG): This is an appellate body that investigates grievance selectively especially where internal mechanisms have failed. It guarantees fair treatment of grievances and prescribes corrective measures to the ministries and departments.
State-Level Mechanisms
- In the Chief Minister office and other departments, there are grievance redressal cells by state governments.
- The most common practices are public hearings, media interactions, and visits of the officials to the district.
District-Level Mechanisms
- District Magistrates/ District Public Grievance Officers are in charge of grievance processing and check on the progress being made.
- In a few of the states, there are also specific grievance redressal mechanisms of Zila Panchayats.
Redressal Bodies sector-Specific
- National Consumer Disputes Redressal Commission (NCDRC): It offers quick and affordable redress of claims by the consumers.
- Banking Ombudsman Scheme: Resolves complaints about the banking services.
- National Human Rights Commission (NHRC): It deals with complaints about human rights abuse.
- National Commissions on women, Scheduled caste, Scheduled tribe and Child rights: Attend to grievances that are specific to the respective areas of concentration.
Other Citizen Grievance Mechanisms
- Right to Information Act (RTI): Gives citizens the right to access information of government agencies and improves transparency.
- Citizen Charter: It is meant to establish service standards and correct lapses in service provision.
- Sevottam Model: A model of enhancing the delivery of the public service such as redressal of grievances.
- Gram Sabha: Resolves villagers grievances.
- Senior Citizen Act and Hostels act: This is aimed at addressing the grievances of the seniors and working women respectively.
Difficulty in Grievance Redressal Mechanisms
- Barriers of Access: Low awareness and challenges in access to grievance mechanisms.
- Absence of Authority: Public Redressal Officers should have an enhanced power to implement interdepartmental resolutions.
- Loss of touch with Citizens: Senior officials might be required to be in touch with the masses.
- Motivational Problems: Apathy of grievance-handling employees because of lack of incentives or training.
- Fear of Retaliation: people are afraid to report abuse of power by the influential authorities.
- Delays and Feedback Problems: Delays in resolving and inaccurate feedback mechanisms.
Way Forward
- Better Accessibility: Have user-friendly interfaces and make grievance redressal systems popular.
- Empowered Officers: Provide grievance redressal officers with the needed power and resources.
- Digital Solutions: Use technology to track complaints and complaints in real-time and respond speedily.
- Periodic Audits: Periodic review of the grievance handling procedures to establish accountability.
- Capacity Building: Educate train officials to deal with grievances in a very understanding and effective manner.
- Citizen Feedback: Use citizen feedback in policymaking to improve service delivery.
