Food vs Fuel Debate in India

Context

India’s plan to use surplus Food Corporation of India (FCI) rice for ethanol has once again brought the food-versus-fuel debate into focus, sparking worries about food subsidies, environmental issues and long-term food security.

Key Highlights

  • In 2025-26, India has become the biggest rice producer and exporter in the world with a production of 154 million metric tonnes (MMT).
  • In the face of the massive distribution of rice to close to 800 million beneficiaries under the provision of the National Food Security Act (NFSA), the Food Corporation of India (FCI) has huge stocks of rice far exceeding the buffer norms.
  • The government has channelled approximately 5 MMT of rice towards ethanol production in FY26 to cut down on overproduction and storage expenses.
  • This policy has revived the debate on whether food grains should be used for fuel production.

Why is Rice Being Used for Ethanol?

  • Surplus procurement has led to FCI warehouses being overstocked.
  • Surplus rice is a considerable cost to the government.
  • Utilizing the broken or damaged rice for ethanol production would reduce storage expenses, help India’s goal of blending 20% ethanol in petrol and also make a significant contribution to the national ethanol target.
  • The move is also meant to boost energy security as well as to cut reliance on imported crude oil.

Why Has the Policy Become Controversial?

  • Subsidised Rice for Ethanol

    • The rice cost to FCI is estimated to be about ₹44 per kg.
    • But, the distilleries of ethanol pay rice at about ₹23 per kg.
    • This essentially amounts to an indirect subsidy of ethanol with taxpayer money.
  • Food vs Fuel Debate

    • Rice continues to be the food grain of choice in India and plays a key role in food security initiatives.
    • Food grain usage for fuel has ethical and economic implications, particularly in a country where millions are reliant on subsidised food for their sustenance.
  • Distorted Agricultural Incentives

    • With an open bid at the Minimum Support Price (MSP), excessive cultivation of paddy is promoted.
    • Several states offer bonuses and other incentives on top of MSP, leading to further improved production.
    • This contributes to the persistent rice surplus via these policies.

Environmental Concerns

  • Excessive Water Consumption

    • Rice consumes almost 4,000 litres of water per kg.
    • As irrigation depends on free electricity, it can lead to overexploitation of groundwater, especially in the states of Punjab and Haryana.
  • Fertiliser Misuse

    • The price of urea remains low because of heavy subsidies.
    • Too much fertiliser leads to poor soil health and high nitrate levels in groundwater.
  • Greenhouse Gas Emissions

    • Methane is produced in large amounts by flooded paddy fields.
    • Nitrogen fertilisers also emit nitrous oxide, a greenhouse gas that is much more powerful than carbon dioxide.
    • This large-scale cultivation of paddy therefore is a cause of climate change.

Economic Challenges

  • Over procurement leads to higher food subsidy costs and storage costs.
  • Storage of excess stocks is a high cost to the government.
  • Artificial incentives create incentive ladders that detract from diversification and reduce the range of cropping systems.
  • The current subsidies for electricity, fertilisers and irrigation put financial stress on the long-term.

Importance of Ethanol Blending Programme

  • Reduces dependence on imported fossil fuels.
  • Supports the transition towards Renewable Energy in India.
  • Lowers emissions from vehicles by using cleaner fuels.
  • Generates new market alternatives for agricultural products.
  • Contributes towards India’s energy security objectives.

Way Forward

  • Optimise MSP procurement by reducing government open-ended purchases.
  • Promote use of maize and agricultural residues and other non-food feedstocks for ethanol production.
  • Encourage diversification of crops to water-saving crops.
  • Abandon input subsidies and provide direct income support to farmers.
  • Promote DSR for water saving and methane emission reduction.
  • Reform the pricing of fertilizers and optimize nutrient use and minimize environmental harm.
  • Focus food subsidy delivery on most vulnerable families, and increase general efficiency of the Public Distribution System.

Conclusion

  • Ethanol blending initiative in India continues to be a significant pillar of the country’s clean energy initiative.
  • However, using subsidised rice for ethanol production has significant fiscal sustainability, environmental and food security issues.
  • India’s long-term vision of energy security, farmer welfare and environmental protection can be better achieved by a balanced policy that will encourage sustainable agriculture, efficient use of resources, and diversified biofuel feedstocks.
