
Context
The ongoing annual issue in India is brought to light by the recent floods in Assam, which are made worse by both natural and man-made causes. Organizations such as the World Health Organization and the National Institute of Disaster Management often classify floods as natural catastrophes. That classification, however, ignores the human element that contributes to flood devastation.
While heavy monsoon rains play a major role in causing severe floods, inadequate preparation and emergency management worsen their effects. Due to its geographical fragility, India suffers significant losses every year, making an Integrated Flood Management System necessary.
Causes of Flooding in India
- Natural Causes
- Heavy Rainfall – In India, high rainfall is the main cause of floods, particularly during the monsoon season, which runs from June to September. Floods can result from heavy, unpredictable rainfall that surpasses the soil’s capacity to absorb water or overflows drainage systems.
- Melting of Glaciers – Rising temperatures in mountainous areas can cause snow and glaciers to melt, raising river and stream levels and causing flooding downstream.
- Cyclones and Storms – Storms and cyclones can produce high winds and a lot of rain, which is especially detrimental to coastal areas. For example, in December 2023, Cyclone Michaung killed about 13 people due to its strong rain and flooding.
- Man-made Causes
- Unplanned Urbanization – When there is significant rainfall, the unplanned urbanization and slum expansion outside of urban areas exacerbate the threat of flooding. The 2015 floods in Hyderabad and Chennai in 2020, which left thousands of homes underwater, served as a reminder of how quickly cities are becoming more urbanized and vulnerable to flooding.
- Concretization – The usage of concrete and asphalt has accelerated the concretization process, increasing the amount of impermeable surfaces that do not absorb rainwater and increasing surface runoff. Because of this, water collects quickly after a heavy downpour, overloading drainage systems and causing localized floods.
- Encroachment of Water Resources – Buildings and construction projects in floodplains and riverbeds have the potential to seriously impair the natural flow of rivers and the encroachment of lakes and ponds.
- Deforestation – Restoring groundwater and absorbing rainfall are two important functions of forests. Deforestation decreases the soil’s ability to hold water, which increases surface runoff and the amount of extra water that enters rivers and streams, increasing the danger of flooding.
- Unsustainable Mining Practices – Mining activities have the potential to alter the environment, including sedimentation in neighboring rivers and soil erosion. The accumulation of silt lowers rivers’ carrying capacity, and mining operations can change the way water drains naturally, which makes water accumulation more likely.
Vulnerability of India to Floods
The Ganga-Brahmaputra river basin, which stretches from the northern states of Himachal Pradesh and Punjab to Uttar Pradesh, Bihar, and Assam and Arunachal Pradesh in the northeast, is home to the majority of the regions that are vulnerable to flooding, according to the National Disaster Management Authority (NDMA).
The coastal states of Odisha and Andhra Pradesh, parts of Telangana and Gujarat also witness yearly floods.
- Old Estimation – The current demarcation is based on projections created four decades ago by the National Flood Commission, or Rashtriya Barh Ayog (RBA), in 1980. The RBA estimates that 12.19% of India’s land area is susceptible to flooding.
- Climate Change – India has been suffering greatly from the effects of climate change over the past forty years. The Union Ministry of Environment and Forests’ report on Climate Change and India predicts that between 2070 and 2100, India will see more floods because of rising temperatures.
- Increased Downpour – In some regions, the southwest monsoon season has also recently been responsible for large-scale flooding. In 2020, excessive rainfall in 13 states and 256 districts in India caused floods.
Measures and Solutions for Effective Flood Management in India
- Interlinking of Rivers Programme – The goal is to connect the nation’s various surplus rivers with its deficient rivers in order to transfer excess water from surplus regions to deficient ones.
- Storage Reservoirs – Artificial structures called storage reservoirs are made to hold extra water during times of high flow and discharge it during times of low flow. By lowering the amount and velocity of water flowing downstream, they lessen flood peaks and preserve water for supply, irrigation, and power production.
- Managing Coastal Floods – People became aware of the potential of mangroves as a dependable safety barrier against coastal disasters including storm surge and coastal flooding after the 2004 Tsunami. The Union Budget for 2023–2024 included the MISHTI Initiative for mangrove plantations.
- Embankments – Raised constructions called embankments limit the flow of water through channels or along riverbanks. They provide access roads and recreational spaces, raise the carrying capacity of rivers, redirect excess water, and prevent flooding in nearby areas.
- Flood Forecasting and Early Warning – Systems that use hydrological and meteorological data to predict impending floods in advance. They support the coordination of flood relief efforts, reservoir management, and the timely evacuation of persons and property.
- Flood Plain Zoning – Regulations restrict land use in flood-prone areas according to vulnerability and encourage the preservation of wetlands and forests, which act as natural flood buffers.
- Flood Insurance – It takes the form of monetary compensation for flood-related losses to people or organizations that pay a premium, which may lessen the load on government relief efforts, promote risk-reduction strategies, and build a flood risk assessment database.
- Flood Awareness – Flood awareness and education initiatives to raise awareness preparedness and response capabilities; fosters a culture of safety and resilience among communities.
Way Forward
To address the recurring flood issues in India, a comprehensive and integrated approach is essential. Implementing an Integrated Flood Management System (IFMS) that combines natural and man-made solutions can mitigate the impact of floods. This includes enhancing early warning systems, improving urban planning to prevent unplanned urbanization, and promoting sustainable practices like afforestation and proper waste management. Additionally, investing in infrastructure such as embankments and storage reservoirs, along with community awareness programs, will build resilience and reduce flood-related losses.
