Energy Sovereignty: India’s Path to Resilience

Context

In an increasingly unpredictable world, energy sovereignty is no longer an abstract ideal but a critical necessity for India’s national security, economic stability, and diplomatic autonomy. The nation’s reliance on imported fossil fuels is a significant vulnerability, and the recent geopolitical shifts have highlighted the urgent need to secure indigenous, affordable, and uninterrupted energy sources. By acting decisively now, India can secure its future, where the most precious resource is not oil but energy independence.

The national risk register: Decoding India’s energy vulnerability

India’s high dependency on energy imports places a significant burden on its economy and foreign policy.

  • Economic liabilities: In fiscal year 2023–24, India’s crude oil and natural gas imports accounted for a quarter of its total import bill, equating to a substantial outflow of foreign exchange. This dependence puts immense pressure on the rupee, inflates the trade deficit, and jeopardizes macroeconomic stability.
  • Geopolitical exposure: With over 85% of its crude oil and more than 50% of its natural gas being imported, India is acutely vulnerable to geopolitical conflicts, supply chain disruptions, and price volatility. The war in Ukraine has underscored this risk, as India’s reliance on Russian oil has increased dramatically, offering short-term relief through discounts but highlighting the dangers of over-concentration on a single supplier. Diversification, not mere substitution, is the only sustainable strategy.

The new energy paradigm: A shift from geopolitics to geostrategy

The 21st century’s most defining resource will not be discovered underground but generated on our own soil. India’s energy diplomacy is evolving from reactive market adjustments to a proactive geostrategy focused on long-term resilience.

  • Insulating from global shocks: Indigenous energy production, particularly from renewable sources, offers a powerful buffer against volatile international markets. By shifting away from imported barrels, India can better control domestic energy prices and protect its economy from global price shocks.
  • Enhancing strategic autonomy: A robust indigenous energy base allows India to pursue an independent foreign policy grounded in its national interests, rather than being beholden to the whims of energy suppliers or geopolitical partners.
  • Domestic manufacturing and job creation: Localizing the entire energy value chain—from solar modules to green hydrogen technologies—can create new manufacturing hubs, generate jobs, and reduce reliance on foreign supply chains, particularly from countries like China.

Pillars of India’s sovereign energy strategy

India’s strategy for achieving energy sovereignty is a multi-pronged approach based on a mix of technologies and policy frameworks.

  • Massive renewables expansion: India has set ambitious targets of 500 GW of non-fossil fuel electricity capacity by 2030, with a strong emphasis on solar and wind. Programs like the PM Surya Ghar Muft Bijli Yojana are crucial for democratizing energy production at the household level.
  • Indigenous green hydrogen: The National Green Hydrogen Mission aims to establish India as a global leader in this sunrise sector. By localizing electrolyzer manufacturing and storage systems, India can secure its own hydrogen economy and decarbonize hard-to-abate sectors like steel and fertilizers.
  • Nuclear energy revival: A critical element for a stable, zero-carbon baseload is nuclear power. India must accelerate its nuclear program, including reviving the thorium roadmap, to provide dispatchable power that complements intermittent renewables.
  • Grid modernization and storage: As India scales up variable renewable energy, resilient grid infrastructure and advanced storage solutions are vital. Investments in pumped hydro storage and battery energy storage systems (BESS) are essential for grid stability and uninterrupted power supply.
  • Biofuels and waste-to-energy: Expanding bioenergy projects, including ethanol blending (E20) and compressed biogas (CBG), reduces fossil fuel demand and offers economic benefits to rural communities.

The way forward: Action for a secure tomorrow

Securing energy sovereignty is a marathon, not a sprint, and requires sustained political will, innovation, and strategic investment.

  • Policy and regulatory reforms: Simplifying regulatory processes, reducing compliance burdens, and addressing the financial health of power distribution companies (DISCOMs) are critical to attracting long-term investment in the clean energy sector.
  • Investment in indigenous capacity: To prevent trading one form of dependency for another, India must invest heavily in domestic manufacturing for critical energy components, from polysilicon for solar cells to battery technology. The Production-Linked Incentive (PLI) scheme is a crucial step in this direction.
  • Research and development (R&D): Fostering a robust R&D ecosystem is essential for developing next-generation energy technologies, including advanced storage solutions and carbon capture.
  • Building a resilient grid: A modern, flexible grid is the backbone of India’s renewable energy ambitions. Investment in smart grid technologies, inter-state transmission lines, and distributed energy systems is vital.
