Key Unresolved Issues in Manipur
- Rehabbing Displaced Families: More than 57,000 individuals are housed in Manipur’s over 280 relief centers, many of whom have been displaced for more than two years.
- Movement Restrictions: During the conflict, “buffer zones” were established as armed borders dividing the valley and hill regions.
-
- Meiteis in the valley were excluded from particular services, while Kuki-Zo communities were denied access to Imphal and other valley-based facilities, due to the limitations on free movement imposed by these zones.
- The border tribes were formerly permitted by the Free Movement Regime to travel up to 16 kilometers into either nation without a visa. The administration intends to construct a border fence as well.
- The Kuki-Zo and Naga populations, who have social and economic connections across the border, have opposed these initiatives.
-
- Political Vacancy: It is imperative to establish justice and good governance in Manipur to foster an environment that is conducive to the state’s stability and progress.
- Dialogue is still lacking: Although the scale of violence has decreased since late 2024, there is still no ongoing dialogue between the Meitei and Kuki-Zo communities.
Demand for a Separate Administration
- Specifically, the Kuki-Zo Council has asked for their hill regions of Manipur to be administratively separated from the remainder of the state as a Under Article 239A of the Indian Constitution, a Union Territory (UT) has a legislature.
- According to Article 239A of the Indian Constitution, the Parliament has the authority to establish a local legislature or a Council of Ministers, or both, for particular Union Territories.
- The Fourteenth Amendment Act of 1962 added this provision to the Constitution.
- However, Meitei groups such COCOMI vehemently oppose the suggestion, seeing it as a step towards “ethnic partition” and a danger to Manipur’s territorial integrity.
Need for Development
- Improvements in infrastructure and connectivity are essential for trade, mobility, and access to healthcare and education.
- The expansion of the IT and digital industries can foster integration with the rest of the economy, create jobs, and create business prospects.
- Ima Markets, a program that focuses on women, helps to support cultural identity and strengthen local economies.
- Targeted assistance to displaced communities and peace-building initiatives are essential for social cohesion and long-term stability.
- Infrastructure-based regional integration is consistent with the Act East Policy and promotes economic cooperation with Southeast Asia.
Way Ahead
- In order to achieve a lasting peace in Manipur, there must be an inclusive dialogue between the Meitei and Kuki-Zo communities, supported by impartial mediation.
- The government must give priority to the rehabilitation of displaced families with respect for their dignity and provide them with means of subsistence. Furthermore, alienation can be lessened by fostering balanced border management and enhancing local government bodies.
- A political agreement that protects tribal rights while maintaining Manipur’s territorial integrity is ultimately necessary.
