Bureau of Energy Efficiency

About

  • On 1 st March 2002, the Government of India constituted the Bureau of Energy Efficiency (BEE) according to the Energy Conservation Act, 2001.
  • BEE is a government organization that is critical in ensuring energy efficiency and the energy intensity of the Indian economy is low.
  • It strives to formulate policies and strategies that are in line with self regulation and market principles so that sustainable energy consumption can be realized.

Goals of Bureau of Energy Efficiency (BEE)

  • The main idea of BEE is to institutionalize the energy efficiency services, organize the energy conservation efforts, and introduce the energy conservation programs in different parts of the economy.
  • Its mission focuses on minimizing the energy intensity and ensuring sustainable growth through minimization of energy wastages and responsible energy use.

Role of Bureau of Energy Efficiency (BEE)

  • Regulatory Functions

      • Establishment of Energy Consumption Standards: It involves setting norms and standards of energy consumption in certain industries and areas.
      • Certification of Energy Professionals: Certification of energy auditors and energy managers in order to carry out an effective implementation of energy saving measures.
      • Surveillance of Compliance: This is to see that the set consumers, such as large industries and government facilities, adhere to energy efficiency values.
  • Promotional Functions

      • Awareness Campaigns: Carrying out national awareness campaigns to create awareness to the industries, businesses and households on the need to conserve energy.
      • Technical Support: The provision of technical advice to the stakeholders in order to apply energy saving measures effectively.
      • Capacity Building: Training on management of energy by building skills and expertise.

Major Initiatives and Programs

  • Standards & labeling Program: The star rating system of appliances by BEE is among one of the most well known programmes. It assists the consumers to realize the products, which are energy-efficient and encourages the market to use energy-saving appliances.
  • Perform Achieve and Trade (PAT) Scheme: A market mechanism scheme that tries to enhance energy efficiency in energy consuming industries enabling organizations to trade in excess energy saving credits.
  • Energy Efficiency Financing Platform (EEFP): It is an initiative that fills the gap between energy efficiency projects and financial institutions to invest in energy-efficient technologies.
  • Demand- Side Management (DSM): BEE encourages the use of the DSM programs in order to maximise the consumption of electricity in agricultural, municipal and residential sectors.
  • National Energy Efficiency Mission (NEEM): BEE also works together with different state and central agencies in ensuring that its programs are consistent with national energy efficiency.

Issues faced by BEE

  • Lack of Awareness: Despite the efforts, there is no general awareness on the topic of energy conservation and the advantages thereof.
  • Technology Adoption: Lack of adoption of new energy efficient technologies because of the initial costs.
  • Funding Constraints: Insufficient funds to expand programs and initiatives.
  • Monitoring Mechanisms: There are difficulties that surround monitoring compliance and adherence to energy norms particularly in the unorganized sectors.
