Assam Rifles: An Overview

Introduction

The Assam Rifles, often called the “Sentinels of the Northeast,” is the oldest paramilitary force in India. It was originally formed in 1835 and serves a dual role encompassing border security and counter-insurgency operations, primarily in Northeast India. The force is administered by the Ministry of Home Affairs but has operational control under the Indian Army, making it unique among Central Armed Police Forces.

 Historical Background

  • Origins and Evolution: The Assam Rifles trace their origin to 1835 when the British established a militia called the “Cachar Levy” to protect tea estates and settlements in Assam from tribal raids. Over time, this force evolved into the “Assam Frontier Police” and subsequently the “Assam Rifles” in 1917, reflecting its military character.
  • Contributions in Wars: The force served with distinction during World War I and World War II in various theatres including Mesopotamia, Europe, and Burma. Post-independence, Assam Rifles took part in critical operations such as the Sino-India War of 1962 and the Indian Peace Keeping Force mission in Sri Lanka in 1987.

  • Aid to Civil Authorities: The Assam Rifles supports civil administration in remote areas by providing medical assistance, education, and disaster relief during natural calamities. It also helps in rehabilitation and infrastructure development in affected zones.

Strategic Importance

  • Northeast Security and Stability: The force acts as a vital instrument of India’s security apparatus in the Northeastern states, maintaining stability and contributing to India’s “Look East” and Act East policies by securitizing border areas and facilitating development.
  • Asymmetric Warfare Capability: Due to its local recruitment and experience operating in rugged terrain, Assam Rifles is often described as India’s unique asymmetric warfare force, adept at guerrilla and counter-guerrilla operations.

Recent Developments and Controversies

  • Shift and Expansion: Recently, Assam Rifles battalions have been relocated to Mizoram and other sensitive areas to strengthen border management. The force is also actively involved in United Nations peacekeeping missions, including deployment of a Riflewomen team.
  • Controversies: The force has faced criticism and demands for withdrawal in certain areas like Manipur due to accusations of bias and alleged collusion during ethnic conflicts. These reflect the complex socio-political landscape where it operates.
