Context
The latest conference, the 4th International Conference on Small Island Developing States (SIDS-4), is one of the greatest meetings in the series which attracts representatives of more than thirty small island developing states, as well as international organisations and other interested parties. The conference is currently taking place in Antigua and Barbuda and seeks to deliberate on issues relating to the special vulnerabilities of SIDS and the need to foster sustainable development, enhanced resilience, and partnerships in the face of adversity.
Challenges Faced by SIDS
- Vulnerability to Natural Disasters and Climate Change: The SIDSs are particularly sensitive to natural disasters which include hurricanes, tsunamis, and cyclones that affect them devastating their economic and social foundations. Climate change, more specifically global warming, also stands as a huge challenge that would affect SIDS through changes in the general conditions such as sea level rise, frequent and severe natural calamities, alternating temperatures.
- Limited Resources, Infrastructure, and Market Access: SIDS are often characterised by scarce human and physical capital, production facilities and access to markets, meaning that it has been challenging for these economies to grow and attain sustainable development.
- High Dependence on External Aid and Imports: SIDS are mostly dependent on foreign assistance and imports which creates them exposed to external disturbances implying that the moulds of development they have set will not be achievable.
- Limited Capacity for Sustainable Development: Domestic health systems and human resources are another reason many SIDS are incapacitated to implement sustainable development programs and frameworks that may lead to achieving the intended development agendas.
Sustainable Development Goals (SDGs)
- Climate Action (SDG 13): SIDS are among the most affected by climate change, and this goal aims at fostering immediate attention in dealing with climate change impacts.
- Sustainable Energy (SDG 7): SIDS often have to import their fossil fuels and often the costs of these resources can be high, or the greenhouse gas emissions are high. This goal focuses on providing clean and efficient energy for all people and recognizing the availability, affordability, reliability, and sustainability of technology.
- Ocean Conservation (SDG 14): SIDS relying on MAF hence this goal seeking to ensure the Pacific and the Indian oceans, seas and all marine resources are conserved and sustainably used to promote sustainable development.
- Disaster Resilience (SDG 11): SIDS have a very high risk of exposure to natural disasters, whilst this goal is an aspiration to ensure that there is a city and community that is innovative, safe, resilient and sustainable.
Partnerships and Cooperation
- Share Experiences and Expertise: Some of the advantages of this platform include: Participants can compare their experiences with other SIDS countries and learn from the experience of other participants in dealing with challenges.
- Forge New Partnerships and Collaborations: It will feature discussions that allow for the establishment of new strategic cooperation and new partnerships in the interest of sustainable future of the SIDS.
- Mobilise Resources and Support: The conference seeks endorsement for SIDS in order to ensure that they access materials, funds and manpower needed to realise their development agendas.
Innovative Solutions
- Renewable Energy and Sustainable Energy Solutions: It will enable the SIDS cut on the use of the imported fossil fuels and also assist in managing the impacts of climate change.
- Sustainable Agriculture and Fisheries Practices: A sustainable approach towards agriculture and the fisheries sector can assist SIDS in the enhancement of food and livelihoods.
- Disaster Resilience and Adaptation Initiatives: Some of the measures to prevent vulnerability of SIDS to the calamities and other natural disasters include disaster resilience and adaptation.
Outcomes and Way Forward
The main goal of the conference is to develop a report or declaration that would encompass the major decisions and recommendations made during the meeting. It will act as a guide in the future activities where SIDS and other players will need to move in converging directions. ERCA Conference findings will help realise the intended SDGs and foster the sustainable development of the SIDS in the long-run.
