
Context
The 4th India-Africa Forum Summit (IAFS-IV) is scheduled to be held in New Delhi from May 28–31, 2026, marking a major diplomatic push to strengthen ties after a decade-long gap. The summit will center on digital infrastructure, green energy, and security, and will aim at aligning the Agenda 2063 of Africa with the development priorities of India and take the partnership to the next level.

The collaboration is characterized by “10 Principles of Engagement” expressed by Prime Minister Modi, where Africa is a priority, and development efforts are driven by demand but not prescriptive.
- Expanding Trade: Bilateral trade reached USD 100 billion in 2024-25.
- Diplomatic Expansion: Since the year 2018 India has established 16 new missions in Africa, a total of 45.
- Primary Focus Areas: Infrastructure, digital technology, health, and education are the core areas of the new phase of cooperation.
Important Areas of Development Initiatives
- Digital Public Infrastructure (DPI) & Technology: India is releasing its “India Stack” technology, allowing African countries to create digital identity (Aadhaar-like systems), e-governance, and mobile banking, building upon the Pan-African e-Network.
- Capacity Building and Human Resource Development: A key pillar is the provision of thousands of ITEC (Indian Technical and Economic Cooperation) training slots, and scholarships to African professionals.
- Healthcare & Vaccine Diplomacy: After the collaboration during the pandemic, India concentrates on the promotion of local vaccine manufacturing and exporting cheap generic drugs.
- Infrastructure & Agriculture: India offers concessional Lines of Credit (LoCs) of over USD 12 billion which are aimed at sustainable infrastructure, agriculture, and food processing.
- Climate Change & Renewable Energy: Facilitating the International Solar Alliance (ISA) and Global Biofuel Alliance, facilitating the transfer of green technologies.
Logistics at a Glance
- Scale: All the 54 heads of state in Africa have been invited.
- Infrastructure: The capital is in the process of making huge preparations, with 18 large hotels being booked in order to host the huge diplomatic delegations.
- Historical Context: It is the first summit since the record-breaking 2015 meeting, which ended a decade of so-called summits fatigue and pandemic-related delays.
Strategic Importance
After the success of the African Union (AU) as a permanent G20 member after the Indian presidency, this summit is meant to cement India as a champion of the Global South. It also seeks to go beyond the aid-buyer relations to a strategic partnership in line with the Agenda 2063 of Africa.
Implementation and Future Directions
- Institutionalization: The summit will probably be concerned with the reinforcement of the India-Africa Forum process to help mitigate project delays and deliver on time.
- Private Sector Inclusion: Moving away from government-based assistance to the inclusion of Indian companies in the development of Africa, and especially through Small and Medium Enterprises (SMEs).
- Multilateral Cooperation: India has been advocating for African representation in the UN Security Council and has favored the African Union to join the G20.
